T his handbook is dedicated to posterity to show evidence of the efforts made by this generation to break out of the web of corruption that has impoverished the majority of Nigerians, a negative legacy bequeathed to us by historical events that have made national growth and sustained development elusive. It beckons on the exertion of more efforts and determination to liberate the country from the self-imposed bu rden.

FOREWORD
T here is need for sensitization and awareness that will jolt every citizen to cooperate with the anti-corruption agencies in the fight against economic and financial crimes in the public sector. The anti-corruption agencies alone cannot win the fight.
This reference book is intended to aid the anti-corruption agencies in combating economic and financial crimes in public institutions, as well as providing understanding in respect of the critical role of the Internal Audit as the primary source of intelligence gathering of corrupt practices in public institutions. The compilation of incontrovertible evidences for subsequent investigations and successful prosecution should form the bulwark of the work of the Internal Auditors.
Strategic Internal Auditing, anchored on a robust anti-corruption stance is the panacea to check and control corruption.
Agencies must strive to build seamless cooperation to improve capacity and reach. With adequate funding they could migrate to IT-based operations for quicker response in the detection of corrupt practices.
