    The outlook during the first seven months of the year 1914 preceding the outbreak of the European War was as dismal in the United States as it was abroad. Trade and industry gradually was going from bad to worse. Enterprise was at a low ebb and all the principal branches of business were depressed. The railroads, with their earnings slumping and their credit impaired, were face to face with a desperate situation.
