Waterborne T.E.A.M.S. is more than just an acronym. It’s a strategy. A force multiplier. A solution.

This manual was written for the police or sheriff SWAT team that must operate on or near oceans, bays, lakes and rivers with jurisdiction over communities with waterfront neighborhoods, large numbers of recreational vessels, commercial shipping, and maritime industrial facilities. Ready or not, the chances are that these SWAT teams will eventually have to respond to a waterborne or waterfront incident.

This manual will enable SWAT teams to develop such a capability by taking advantage of the assets and skills of their local marine patrol and dive team without stressing SWAT budget or manpower.
