    Deadly Force

    Officer Robert Anderson, better known as 'Officer Bob', as his colleagues affectionately teased him, opened his door, grabbed his microphone for his squad car's bullhorn, and leaned out, pulling his service revolver and pointing at the car in front of him.

    Driver! Get your fucking hands up where I can see them! Passenger! Slowly exit the vehicle with your hands up!

    NO, NO! Don't shoot! the driver wailed. The sound of 12 shots rang out, striking Cedrick five times in the head, and seven times in the torso.

    John Rogers, the passenger was his close friend. He was shot in the ribs. Cedric Young, twenty-two, died at the scene. John, twenty was taken to a hospital with life-threatening gunshot wounds. Here’s an all-too-familiar narrative for young black men in the inner city.

    Ten Cops surrounded the area while Officer Robert (Bob) Anderson, who was the shooter of the two men explained why he shot first. Chicago Police Department (30th Precinct). Bob was thirty-one and has been on the force for eleven years. Throughout the police department, he’s known as the undertaker because of the reputation he has for his treatment of young, African-American men.

    His assistant, Officer Keith Davis, thirty-three has been on the force for ten years. He’s providing his version of interaction that resulted in the shooting to Sgt. Mark Perkins, who was their Supervisor. Keith has his story well-rehearsed, and knows what to say to avoid any more attention than needed.

    Officer Bob’s face revealed a sigh of relief. He just finished providing a preliminary report to Mr. Perkins. The Precinct Commander wants to see Officer Bob at one pm today. Then, he’s off to the internal affairs department to receive the final decision. An acquittal was almost guaranteed in cases like these. Especially when the victim was a black male.

    Officer Bob just arrived at the 30th Precinct, which was located on the corner of Stoke Rd and Henrietta Boulevard. The brick building was the size of a small outpatient clinic with silver-tinted windows. The Office of Peter Lansing was located on the 9th floor. Mr. Lansing was the Precinct Commander.

    Officer Bob walks into Mr. Lansing’s office. His face was red, and fearful. As he enters, Mr. Lansing offers him a seat at the conference table that was situated off to the right. Mr. Lansing casually gets up from his desk, and greets Officer Bob, then sits down in front of him.

    Mr. Lansing was a tall, skinny, man with dark-hair, and round glasses. He’s been on the police force for thirty-two years, and just celebrated his fiftieth birthday. He looks Officer Bob in the face and said, Tell me what really happened!

    Officer Bob briefly paused, took a deep breath and admits that the two suspects were mistaken for two bank robbers in a neighboring city. Mr. Lansing promised Officer Bob that he would work with the Cook County Prosecutor’s Office to ensure that Officer Bob avoids prosecution.

    Mr. Lansing has deep connections with the Cook County Prosecutor’s Office. The last four cases similar to this one resulted in acquittals of all police officers accused of police brutality.

    Officer Bob reviews the sequence of events with Mr. Lansing. After two hours, Lansing provides Officer Bob with advice. Mr. Lansing said, "Let this ne the last time that you appear before me for an issue like this. We can’t keep protecting you and others from this kind of stuff!

    Officer Bob said, No Problem. I promise to get more training and use better judgment to stay under the radar. Officer Bob picked up a few documents and headed through the door to the internal affairs department located downtown in the Steinberg building on University Avenue.

    Officer Bob arrived there, and took an elevator to the fifth floor. When he arrived, two investigators were already sitting in the conference room behind the reception station. The receptionist asked Officer Bob to sign in and invited him into the conference room.

    Upon entry, Officer Bob greeted the two investigators and sat down in a seat in front of them. One of the investigators told Officer Bob that the County Prosecutor’s Office was not pursuing criminal charges against Officer Bob. The room was completely silent as the lead investigator read the document in front of him.

    In addition to being cleared of any wrongdoing, Officer Bob will have to attend mandatory diversity training. The Investigators promised him that this incident would not show up in his permanent file. Officer Bob shook the lead investigator’s hand and walked out of the office.

    He called his wife to let her know that he was on his way home. Once he arrived home, he walked into his front door and CNN was covering the police shooting. His wife (Patricia Shelly Anderson) just stared at the TV in disbelief. Officer Bob clutched his fist and said, You see? Those fuckin’ niggers got what they deserved!

    His daughter Marian, ten-years-old looked at him in disbelief. Just then, his son, Bobby Jr, thirteen, came down stairs and was happy to see his father. Bobby Jr. reminded Officer Bob of their fishing trip that evening. Both he and his Son made plans to go fishing down by the Custard Lake in Waukegan, Illinois. Waukegan was twenty miles north of Chicago.

    Officer Bob changed from his uniform into civilian clothes. He wore a gray t-shirt, blue jeans and sneakers. Bobby’ Jr. was already dressed to go with a white t-shirt and blue jeans. Officer Bob went out to his garage in order to retrieved their fishing rod and tackle box to place in their pickup truck.

    On the way to the lake, Officer Bob and Bobby Jr. were discussing the shooting that Officer Bob was involved in earlier that day. Bobby Jr. asked Officer Bob why he shot the two unarmed black men.

    Officer Bob’s face turned red and he turned to Bobby Jr with an angry smile, and said, Because they tried to shoot me. Besides, black men are usually up to no good anyway! So, my opinion was that they were in the wrong place at the wrong time.

    Once they arrived at Custard Lake, Bobby Jr. asked Officer Bob why he hates black men so much. Officer Bob responded with, Look Bobby, you have a lot to learn. You see, being white was a God-given gift that gives you the right to always be in control in this world! So whenever possible, you need to remind them who’s in control… Black people in general bring a lot of problems on themselves by not being intelligent. In addition, black males make up the majority of the crimes that people commit. They’re the problem, Bobby!

    Oh, okay, Dad, Bobby said. Just then, Officer Bob caught a five-pound bass. After two hours, they returned home for the night.

    As if the living world were trying to demonstrate the truth behind the words Officer Bob told to his son, the next day, while Officer Bob sat with his partner, Officer Keith Davis, on the south side of Chicago in their Dodge Charger police car, the dispatcher came over the radio and described a twenty-five-year-old black male, wanted for Assault and Battery.

    Oh, how the senses of dear old Officer Bob went into high alert as he heard this. How his ears perked up and his adrenaline began to flow. Even his trigger finger began to twitch as his partner picked up the microphone and answered the call. His mind was set before meeting the man and once again, the world would most likely get to see another example of how the white man was in control. Oh, yes. Officer Bob viewed himself as more than an officer of the law, but a bringer of control—an example maker. In his mind, killing niggers was the best way to demonstrate the mighty power of the white man to the lower, less intelligent minds of blacks.

    The location of the incident was 317 Washington Boulevard which was the CVS Pharmacy parking lot. In seven minutes, both Officers arrived and exited their police car quickly, with their guns drawn. They were aiming at an unarmed black man named Kareem Fredrickson.

    Kareem was standing next to a twenty-six-year old white woman named Lydia Mitchells. Kareem was the driver of a 2016, Green, two-door Ford Mustang. Lydia was the driver of a 2013 Red, two-door, Porsche 911 Convertible.

    Lydia alleges that Kareem cut her off while driving out of the CVS parking lot. She reports that Kareem pulled out a handgun, and waved it out of the window at her after showing him the middle finger.

    An old man was walking a dog and witnessed the altercation, but has a different account of what happened. The old man was Mr. Michael Panetta, a sixty-five-year-old, retired school teacher. Mr. Panetta’s recollection was contrary to Lydia’s report. He reported what he observed to Officer Bob and Officer Davis.

    Officer Bob told Kareem to turn around and to put his hands on their police car. While searching Kareem, Officer Davis recovered Kareem’s wallet, and took out his driver’s license and vehicle registration.

    He came back from the inside of the police car and told Officer Bob that Kareem didn’t have any warrants. Kareem’s license, car insurance, and registration were current and he didn’t have any prior convictions. He didn’t’ have anything illegal in his car, and this was confirmed by Officer Bob searching his car without permission or a warrant.

    Kareem politely asked Officer Bob, Why am I being detained and can I explain what really happened here?

    Officer Bob swiftly responded with a sarcastic answer and said, Because I’m the fucking cop here asshole and I’m calling all the shots here – not you! Officer Davis shook his head from side to side but didn’t say anything.

    Officer Bob asked Kareem to sit in the back of the police car. Mr. Panetta, who was the witness offered to write a statement of what he observed. Officer Bob told him that he could leave and that he was no longer needed.

    As Mr. Panetta was walking away, he observed Officer Bob returning to the driver’s seat of his car with a small bag of something green. He signaled to Officer Davis and opened the back door of the police car. Officer Bob was standing in front of the door and asked Kareem about the
