New Beginnings
Adam sat in his shared home office as he went over some case files for a local bail bondsman. So far things were starting off well for Sam and himself since they had received their fugitive recovery licenses. With the recent media coverage that they had gotten from while they were police officers, the bondsmen that needed help seemed anxious to see what Fugitive Recovery Inc could do.
The job seemed like a simple one on paper. A bondsman covered the bond so that a person could stay out of jail while waiting for the courts to decide guilt, if the person skipped out of court the bondsman could re-arrest them, or hire a fugitive recovery agent to do it. The problem for the bondsman, which was good for Adam and Sam, was that people that skipped out on their court dates were not always very easy to find. When they skipped out of court and hid from the bondsman they became fugitives, and that was why the state of Indiana deemed agents like Adam and Sam Fugitive Recovery Agents

So far the licenses had been in Adam and Sam’s possession for a couple of months, and they had not been given their first case until almost three weeks later. For a little while they were beginning to think they had made a bad business decision, but after a quick arrest the bondsman had decided to hand over several more cases. The first case was just a test.
The bondsman had told them. They don’t get any easier either.
Liking a challenge, and needing the business, Adam and Sam accepted the cases. They were disappointed to see that most of them would only pay out between three to five hundred dollars per arrest. That would sound good if it wasn’t for the fact that expenses commonly came out of the bounty during the case. I wish we didn’t have to spend part of the bounty before we even know if we’re gonna get it.
Sam had brought up.
Unfortunately my friend, if there is no arrest, there is no bounty either.
Adam added. The idea that they could spend a couple hundred dollars searching for someone, and then not get paid at all if they could not find them, gave the men a lot of motivation to close each case as quickly as possible.
At first the bondsman had tried to tell Adam and Sam what order they had to locate each fugitive, and on top of that tell them if they let the police transport anyone that was too dangerous for them that it did not count. That was settled quickly though when Adam sat the cases back on the bondsman’s desk and wished him luck.
Adam had already done his research on the bail bond industry and set up a contract to protect himself and Sam from getting screwed over. It was very commonly known which bondsmen could be trusted, and that was not very many of them. Adam was lucky to have made friends with former recovery agents who had gotten tired of dealing with bondsmen, or made too many mistakes while learning themselves.
Handing the contract to the bondsman, Adam also pointed out some of the main points that he wanted understood. When you hand over cases, we decide who can be picked up and in what order to insure the success of our agency, as well as yours. When we make an arrest you will meet us at your office, or have someone meet us, with the full pay off for the arrest, or we do not finish the transport. Since we are not law enforcement officers we are not legally bound to complete the arrest. That means we can let them go, and you know they will be much harder for you to find a second time.
Even though the bondsman was not happy with the terms, mostly because he was one of the bondsman that had a reputation for not paying recovery agents, or making up reasons the agent should not be paid the full pay out, he signed the papers. Not only was the bondsman not very good at tracking fugitives down, but there were very few recovery agents left that were willing to take his cases. With that in mind, he had very little choice other than paying the courts a huge fine for not doing his job.
On the upside, the strict contract made it very unlikely that any client would get away without paying. On the downside the bondsmen were not likely to use them as often unless they were in real trouble of not finding their fugitives before the court made them pay. Adam and Sam decided that they would rather have less business and get paid for all of it than to have a lot of business and worry about getting paid for every arrest.
There was so much to the business aspect that they were going to have to get used to, but it seemed worth it to do what they wanted without the politics of crooked police departments. There were still crooked politics, but at least they had the power to walk away rather than being investigated by their own for doing their jobs.
With all of the time spent on cases to stay in business, Adam was beginning to wonder if there was going to be time for looking for the crime boss that got away. There was hope that dealing with all the crooked bondsmen and fugitives that someone might know something. Those kinds always seemed to have information about someone else, and for a price they would give it up.

Adam could hear Sam yelling from the door. They finally showed up!
When Sam walked into the office holding an envelope, Adam was instantly on the edge of his seat. Did you open it already?
I couldn’t help myself.
There was a rip along the top of the envelope, and Sam was excited. We got the private investigation and security agency licenses today!
Adam and Sam had decided to go for broke. The fugitive recovery licenses had to be obtained individually from the Department of Insurance, since bail bonds were considered a type of insurance. Those had been easy and relatively quick to get. The private investigation and security licenses had to be obtained as a business from the Professional Licensing Board though, and those had been a great pain to get.
Adam reached out and took the envelope. It’s about time.
Trying to stay calm, he knew his hands were shaking enough for Sam to sense his excitement as well. Now we can get the website up and go full bore with the agency.
What do we need to do first?
Sam asked, ready to get started.
Pulling a bottle out from the bottom drawer of his desk, and a small box from the top drawer, Adam smiled. We celebrate.

Adam had been saving a bottle of wine, though not what an expert would call good wine, for that day. The small box contained cigars that he also saved for when something good happened. The last time he had gotten them out was to celebrate the rescue of Fay and Becky. Get a couple of glasses out of the kitchen.
It was official. Fugitive Recovery Inc was now ready to provide fugitive recovery, private investigation, and security services to anyone
