Chapter 1—Welcome to Safe Harbor
"Even a child is known by his doings, whether his work be pure,
and whether it be right."—Proverbs 20:11.
Things were really beginning to bustle in the sleepy town of Safe Harbor, Illinois. Winter was over, spring was here, and the whole countryside was busy. Farmers were plowing their fields, others were planting gardens, and it seemed like everyone was planting flowers. Safe Harbor was so called because it was on high ground, far above the mighty Mississippi River. When spring floods came, Safe Harbor was a very good place to be, and many wonderful people lived here.
Annie Philips and her grandfather, Henry, were two of those people. Annie came to live with her grandpa when she was five years old. Her parents, John and Marion Philips, were killed in a car accident. Annie was their only child, and so she came to live with her grandfather. Grandmother Philips had passed away a few years earlier, and Grandpa was pretty lonely until Annie came to live with him. Some folks thought she should live with her
