Spicy fish nacho salad

vegetable oil, for shallow frying, plus 2 tablespoons extra
8 small white corn tortillas (200g)
⅓ cup (60g) rice flour
2 tablespoons Mexican chilli powder
600g firm white skinless fish fillets, cut into long pieces (see tip)
¼ cup (60ml) lime juice
1 tablespoon caster sugar
2 long red chillies, sliced thinly lengthways
