In 1999, an official Standard Operations Instruction was issued by Military Head Quarters which banned the firing of warning shots by soldiers who were deployed in crime prevention and combating operations together with the South African Police Service. This was as a result of injuries to innocent bystanders and damage to property as a result of warning shots fired during earlier military and police operations. This unintentional injury and damage is commonly known as “collateral damage”.
