Why won’t bank stop Amazon Prime payments?

Q We’ve been trying to help a friend who has progressive Huntington’s disease cancel her Amazon Prime account. But she’s forgotten her password and the email linked to it is no longer in use. Her bank, Santander, has refused to cancel payments to Amazon Prime. Is it allowed to do this?
