Democrats were relieved last week when Senator Joe Manchin and Senate Majority Leader Chuck Schumer announced that they had reached a deal on sweepingclimate legislation. But that relief lasted only about a minute, because pretty soon, there was a holdup: Sinema wasn’t so sure about the bill.
