Do I have to accept vouchers as a refund?

Q In December 2019, I bought some digital bathroom scales for £13 from Wilko (www.wilko.com). They stopped working in November last year. Wilko said that because I didn’t have any of the original packaging I was entitled only to a voucher for £8 to spend with them. I thought I was entitled to the full £13. Was I wrong?
