ROASTED GARLIC MASHED POTATOES

Makes 8 to 10 servings

3 heads garlic
3 teaspoons olive oil
5 pounds russet potatoes, peeled and cubed
2½ tablespoons kosher salt, divided
1 cup sour cream
¾ cup unsalted butter
½ cup half-and-half
1 teaspoon ground black pepper
Garnish: melted butter, ground black pepper
