JERUSALEM - A near-complete ballot count on Tuesday cemented Prime Minister Benjamin Netanyahu's Likud party as the top vote-getter in the election a day earlier but left him seemingly short of the parliamentary majority he needs to govern.
Netanyahu, who at 70 is Israel's longest-serving leader, swiftly turned his attention to building a working coalition and preparing to fight criminal corruption charges he faces in a trial due to begin in two weeks.
