Trump’s border battle is only beginning

WHEN THE NUMBER OF PEOPLE CROSSING the U.S.-Mexico border fell after Donald Trump’s Inauguration, the White House called it the “Trump effect.” But the numbers soon began to spike, and by March they had hit a 12-year high for the month.
