WASHINGTON - President Donald Trump on Tuesday interrupted his celebration of the end of the Russia probe to unexpectedly reignite a debate over repealing the Affordable Care Act, an issue that hurt his party in the midterm election and immediately gave Democrats hope for some advantage in 2020.
