1980 Kawasaki Z250

have a 1980 Kawasaki Z250 which I bought in several boxes! I have the frame number, engine number and have a number plate. I was given the bottom part of the V5 (V5C/2) and sent it to DVLA they then asked me to fill out another form and supply photos. I did but now they have informed me it will need new numbers and be a Q plate. I’m not happy with this as the reason they use is “the changes made to
