A devil's bargain on immigration

When Attorney General Jeff Sessions announced the cancellation of the Deferred Action for Childhood Arrivals program this week, he said that President Donald Trump would give Congress time to legalize the 800,000 undocumented immigrants known as Dreamers. Sessions also mentioned that he has "worked closely with many members of Congress, including in the introduction of the RAISE Act," referring to the Senate bill that, if passed, would slash legal immigration in half.

The DACA announcement came two days after Sen. Tom Cotton of Arkansas, a co-sponsor of the RAISE
