Before bin Laden there was Alexander Shaitan, supplier of terror networks worldwide with whatever they required to carry out their acts against humanity. An unintended result of Shaitan's activity is the creation of the International Operations (InterOps) organization. An international community of men and women, they work beyond the scope of international law and established borders. Shaitan has managed to capture one of their own and is holding him as bait. The InterOps team is very willing to oblige, up to a point. They also know too well that they are expected, but exactly when and how is up to them. Will they be successful in their efforts? Or will this be their final battle against evil incarnate? In the end, someone must lose.

Alexander Shaitan is back with a vengeance. This time he has kidnapped the President of the United States, and has spirited him away to a drug lord's compound deep in the mountains of Colombia. He has given the U.S. government seven days to comply with his simple request: Erik Racher to be delivered to him. Unfortunately for Uncle Sam, Racher isn't being very cooperative; and things have become rather complicated. Someone has kidnapped Racher's daughter and ward, and lost them. There is deception in Washington, D.C. Two former Drug Enforcement Agency men are on their own mission of revenge which is leading them to Colombia. There's a traitor on the InterOps mission, and Special Forces is on the way to help. Time is running out.

In the Pacific Ocean, the RMS Regina Maris has been hijacked with more than 1,300 passengers and crew aboard. An ultimatum has been delivered to the United States government to release the imprisoned leader of the Resistance and Liberation Front, or there will be blood spilt. But Uncle Sam doesn't negotiate with terrorists, and things look bad for the innocent on board the cruise ship. Among the passengers are Sian Racher and Echo Papadakis, on board for a much deserved vacation after their last exploit. Also on board is a vicious traitor among the crew, and a mysterious woman who was plucked from the ocean. Erik Racher and his InterOps team are asked to intervene, with the help from a Navy SEAL team. They have twenty-four hours to get from their base in the Indian Ocean to the cruise ship in the Pacific Ocean. To complicate things, they first have to land their large twin-engine gunship on the deck of a supercarrier, and then get to cruise ship ahead of a potent storm. Can they do it? And once aboard the RMS Regina Maris, what will they find? The big question going through the minds of the InterOps team members is simple: How involved is Alexander Shaitan?

Shaitan has competition. From Buru Island, an escape is arranged for the ruthless terrorist, Nadya Jayadiputri, but who arranged it? Who is she working for? From Rwanda, the tall, handsome, and vengeful Tutsi, Laurent Ndashimye, is called upon for a special mission. Both terrorists have resolute pursuers whom they will have to contend with if they are to complete their respective missions. And from the Strait of Malacca comes an adventurous brigand with the nom de pirate of Abdula al-Hadj. But who is he, and what is his plan? Two terror organizations dueling for world dominance, and both with a single common enemy: Erik Rächer's International Operations. Get Rächer out of the way, and the world would be theirs for the taking. The odds are heavily stacked against the InterOps leader and his team of dedicated defenders.
