Joyce Chester is the president and CEO of Chester County OIC, a non-profit organization that is dedicated to providing FREE adult basic literacy education and life skills programs that prepare individuals for employment leading to economic self-sufficiency. Joyce oversees the agency’s programs, personnel, financial affairs, and policy implementation.
