Go to Settings - iCloud (your picture) - iCloud - Photos and make sure “iCloud Photos” is toggled on and then make sure “Optimize iPhone Storage” is selected. If you want to access your higher-resolution photos and videos, you can go into the Photos app and download any file that's being optimized, but this requires a decent internet connection.
