Jay was the Administrator of the US Energy Information Administration under President Bill Clinton and the Director for Research and Policy for President Obama’s BP Deepwater Horizon Oil Spill Commission. Jay also served 13 years as the Director of Jimmy Carter’s Presidential Library.
