On November 18, 1998, there was a documented false flag attack plan originating within the United States Government in 1962. False flag attacks are military and war tactics used since the Roman times. It called for the CIA and/or other operatives to commit genuine acts of terrorism in US cities on both military and innocent civilian targets.
