About this ebook
EU-China Energy Cooperation Platform was launched on 15 May 2019, to support the implementation of activities announced in the 'Joint Statement on the Implementation of EU-China Energy Cooperation'.
The Joint Statement was signed during the 8th EU-China Energy Dialogue that was held in Brussels on 9th April between Commissioner for Climate Action and Energy Miguel Arias Cañete and the Administrator of the National Energy Administration of China Mr ZHANG Jianhua, back-to-back with the 21st EU-China Leaders' Summit on 9 April 2019 and was witnessed by Jean-Claude Juncker, President of the European Commission; Donald Tusk, President of the Council of Europe and Dr Li Keqiang, Premier of China.
The start of the implementation of the EU-China Energy Cooperation Platform (ECECP) was included in the EU-China Leaders Summit Joint Communique.
The overall objective of ECECP is to
'enhance EU-China cooperation on energy. In line with the EU's Energy Union, the Clean Energy for All European initiative, the Paris Agreement on Climate Change and the EU's Global Strategy, this enhanced cooperation will help increase mutual trust and understanding between EU and China and contribute to a global transition towards clean energy on the basis of a common vision of a sustainable, reliable and secure energy system.'
Phase I of ECECP (2018 – 2021) was implemented by a consortium led by ICF, with National Development and Reform Commission – Energy Research Institute and CECEP Consulting Company.
Phase II (2021 – 2023) was implemented by a consortium led by ICF, and with National Development and Reform Commission- Energy Research Institute.
Phase III (2024 – 2029) is implemented by a consortium led by GOPA Worldwide Consultants and with GIZ

Dear All,
After a well-deserved three-month break following the intense ECECP II finale events, the EU-China Energy Magazine team is back and energised!
ECECP III has now embarked on its five-year mission to champion EU-China collaboration in the clean energy transition. This phase is led by a consortium spearheaded by GOPA Worldwide Consultants and GIZ. We have included an introduction to our new ECECP III members here.
This issue delves into the implementation of the EU Green Deal, exploring its potential to create a sustainable future for Europe. We then shift our focus to Germany's post-nuclear energy landscape, examining the broader implications of this pivotal decision.
Next, we turn our attention eastward to China. We investigate the potential of decentralised wind power to fuel rural revitalisation efforts, while also reviewing the challenges that must be overcome for it to reach its full potential.
Heat pumps take centre stage as we explore their role in China's journey towards a cleaner and greener future. We then revisit an ancient technology – the vertical axis wind turbine – and explore its resurgence in the modern clean energy revolution.
Finally, under the background of the EU Electricity Market reform, we look at how CfDs could be implemented in Sweden. You will notice that we have revamped our News-in-Brief section, presenting energy news in a more concise and easy-to-navigate format.
To allow for in-depth original article development, the EU-China Energy Magazine will return to its bimonthly publishing schedule. However, we will now complement the magazine with a monthly EU China Energy Monitor, providing extended coverage of recent developments beyond the magazine's News-in-Brief. New members of ECECP III
ZHANG Enrui HenryEnrui Zhang is the Deputy Team Leader of the EU-China Energy Cooperation Platform (ECECP III).
With over ten years of experience, he has been a key figure in shaping international energy policies, contributing significantly to world-class initiatives such as the G20 Energy Efficiency Leading Program and the Memorandum for UK-China Clean Energy Cooperation, driving global advancements towards sustainable, low-carbon societies. Enrui was the Deputy Programme Director for the landmark £13m UK-China Energy and Low Carbon Economy Programme. His leadership roles extend to serving as a Chinese delegate for the G20 Energy Sustainability Working Group and the International Partnership for Energy Efficiency Cooperation. Mr. Zhang was instrumental in founding the G20’s Top Ten Best Available Technologies and Best Practices Task Group (TOP TENs), which grew into a flagship initiative across eight countries. Additionally, his contributions to the ECECP Phase II and EU-China Eco-design and Standards Cooperation Project have been vital in aligning energy efficiency standards. Recognized by the China Council for an Energy Efficient Economy with the Young Energy Specialist award, Mr. Zhang also serves as a senior guest researcher at the Green Finance Institute of Hainan Province.
Andrea MONTANARI Andrea MONTANARI became a Junior Postgraduate Fellow of ECECP during the last three months of ECECP II.
Andrea is from Italy and is currently pursuing a Double Master’s Degree at Sciences Po Paris and Peking University. Throughout his academic career, he also studied at the Catholic University of Milan and the University of Geneva, with a main focus on Diplomacy and International Public Governance. He has a solid background in security and European Affairs, and is motivated to look into the areas of cooperation between China and the European Union. In parallel to academia, Andrea leads the EU research desk for Orizzonti Politici
, an Italian think tank. His main activities include monitoring policy-making at the European level, setting the editorial agenda for the think tank’s publications, managing the external partnerships, and editing the articles written by his fellow analysts before their publication on the website.
Benjamin RUFIN Benjamin RUFIN became a Junior Postgaduate Fellow of ECECP III in 2024
Benjamin has an International Relations Master’s from Queen Mary University of London, complemented by an Economics and Politics degree from the University of Bristol. His research primarily centres around political communication and governance issues, driving his ambition to assess climate policies and their efficacy in both China and the EU. Following a two-year tenure with the French Department of Education, Benjamin now engages in research analysis of immigration laws for the Ludwig Maximilian University of Munich. Benjamin is a Franco-American and is a native English and French speaker. He can also communicate in Spanish and Portuguese.

The origin of the European Green Deal
The EU Parliamentary Elections, which will be held from 6-9 June 2024 across the European Union, will shape and indeed constrain the next Commission’s room for manoeuvre, particularly when it comes to decision-making regarding environmental and climate change policy. This is why, in the April 2024 edition of the Topic of the Month, we take a closer look at the Commission’s European Green Deal (EGD) flagship project. In this post, we trace its origins and implementation to date, while future instalments focus on some of the Green Deal’s most recent policy initiatives and examine the challenges that lie ahead.
