INTRODUCTION

SINCE MARCH 2020 I HAVE BEEN DESPERATELY TRYING TO GAIN THE ATTENTION OF A GOVERNMENT AND THE PRESS TO RESPOND TO THE CONTENTS WITHOUT SUCCESS, INCLUDING WRITING TO THE CHIEF MEDICAL OFFICER, LETTER INCLUDED.

(He failed to either acknowledge or reply)

The Government had no Strategy in place as recommended in the two main reports for a Preventative Transmission Programme.

I wrote to Public Health England who responded that it was not their responsibility and to the Cabinet Office who also have not replied.

The Prime Mister has on many occasions, and in public, accepted full responsibility for the failures but does not understand his failure to act in real time has cost 110,000 lives on his watch. (At the time of writing)

The opposition in Government have failed to effectively challenge the Government on any of the key issues of Pandemic Prevention contained in the above reports and like all of the senior parties are too focused on internal leadership battles and all failing the people.

The Book is not a definitive or exhaustive cover of virology or epidemiology.

It records the failure of a government to implement the recommendations and lessons learned from two major reports on duties of Government and public across the United Kingdom to protect the health and wealth of the nation from Pandemics.

The people must hold the Government to account, as there are no mechanisms in our Governance structure to require that they meet their guarantees or responsibilities.

This book records my professional engineering experience of the prevention and control of infections over a career of 56 years, including the most intensive aerospace research programme in this Country to prevent terrestrial viruses polluting the Cosmos, the key role of environmental conditions, the way we live work, play, and pray, and the critical impact of air movement dynamics and air conditioning on the propagation of infections.

There is no mention at all in this report of all the work that has been achieved by the engineering community in the conceptual design, detailed engineering design, production engineering design, manufacturing, test, commissioning, marketing, sales, tendering, installation, test, and commissioning of engineering systems for the prevention of growth, propagation, transmission, and control of the virus.

Prologue

The seeds of this book were sown when my kidneys totally failed in 2015 and my hospitalization resulted in me completing my autobiography for my 80th birthday in 2019.

At the same time, my daughter had successfully registered The Neotree Charity 1186748.

I then determined that all my writing works would support this, Charity.

In addition, my daughter, Professor and Paediatrics Consultant, and I were finalizing the formatting and editing the book. She was married to a Professor of Epidemiology and over the years I, in addition to my expert practical infection prevention and control projects, had discussed with him the nature and possible catastrophic outcomes of the next pandemic.

As a systems-engineer I had had many in depth discussions as to the purpose and importance of the visionary work and its role in the modern world.

From the start of my career, I became heavily involved in creating practical solutions for infection control, and although my medical and scientific knowledge had been superficial, I had over the years made a significant effort to study and understand the history on the subject of both bacteria and viruses. All in relation to infection control. I include here some of the basics of applying the science to designing engineered solutions. and included my experiences over my working life of these experiences.

My interests were focused on the application of the knowledge and statistical, mathematical modelling that they were constantly refining into practical solutions and in engineering preventative programmes, into practical solutions.

One thing has always been clear is that viruses are an intelligent life form with great tenacity for survival and evolution into increasingly intelligent forms and taking advantage of conditions and the environment of modern living.

During our last session of editing my memoir on the 10th of November my 80th birthday, my daughter mentioned that through her husband’s global network, of a rumor of such a viral outbreak in the Chinese Wuhan Province.

On the 17th of November we heard confirmation of a case of a new virus in China which had mutated from an earlier less virulent strain, eventually given the code Covid-19-SARS-COV2.

This then moved on to the state of the NHS and in particular the withdrawal of funding and shortage of PPE specifically with my daughter having approached her senior managers over the critical shortage.
