He is also a holder of a presidential Order of the Grand Warrior of the Republic of Kenya (OGW) for distinguished service in Education, Assessment and Evaluation and Honorary Fellowship of the Kenya Institute of Bankers (HFKIB) for distinguished service in Financial Industry in Kenya. He is an experienced writer who has written and published books in History and Education Measurements. He served as a head of Test Development, Research and Consultancy Services Division in a National Examinations Board in Kenya for 20 years, in which he interacted with a number of examinations boards in Sub-Saharan Africa as an examiner, employee and researcher and later as a Senior Consultant in capacity building in the United Nations Office in Nairobi for 10 years, during which time he served as a Regional Technical advisor in assessment of human abilities in Cognitive, Psychomotor and Affective Domains.

    Preface

    I developed this book as a result of my long exposure to examination development: design, operation, policy making and administration and management of examinations. First, as an undergraduate student at Makerere University where I learnt educational measurements and evaluation, then at Downing College, University of Cambridge where I studied the functions and administration of public examinations. I later joined a post-graduate programme as a student at Lancaster University, where I studied educational reforms in developing and developed countries together with in-school evaluation and curriculum renewal.

    The knowledge I acquired was reinforced by practical experience spanning thirty-seven years as an examiner and employee of examination institutions in the East African region in test development and administration. There was also interaction with selected examinations management organizations in Sub-Saharan Africa on exchange programmes and later in a Programme of Education for Emergency and Reconstruction at the United Nations Office in Nairobi, where I worked as a senior consultant in capacity building in project management and examinations for a further ten years.

    Based on my local and international experience in capacity building and advisory roles in the Horn of Africa and the Great Lakes, this book was written initially in parts I and II. The first part was developed into a separate book and published by the Jomo Kenyatta Foundation Publishers under the title: Quality Assurance in the Development and Management of Examinations for Secondary Schools. It covered, inter alia, the techniques of development and implementation of educational measurement instruments and the establishment of item banks.

    The current book covers the administrative and management structure that is based on Planning, programming, budgeting and system model. This model is appropriate for the organization and delivery of examination programme activities. This management model can serve both public examination institutions involved in mass testing of learners in public interest as well as professional examination institutions in different careers.

    Public mass examinations institutions examine school students in both normal and special education of learners with visual, auditory and speech challenges through braille and sign language.
