    This Energy Sector Directional Guide (ESDG) provides the strategic direction of the Asian Development Bank (ADB) for the energy sector. It describes the context and rationale that will guide ADB’s agenda in supporting developing member countries (DMCs) with financing, knowledge, convening ability, and technical assistance to ensure improved coherence, relevance, efficiency, and effectiveness of ADB’s energy sector investments. It is intended for both an internal ADB audience (e.g., energy and other sector and department staff) and an external audience (e.g., DMC governments, line ministries, multilateral development banks, United Nations agencies, and other international entities). The ESDG aligns with Strategy 2030 and its seven operational priorities (OPs)—OP1: Addressing remaining poverty and reducing inequality; OP2: Accelerating progress in gender equality; OP3: Tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability; OP4: Making cities more livable; OP5: Promoting rural development and food security; OP6: Strengthening governance and institutional capacity; and OP7: Fostering regional cooperation and integration.
