    Without Hesitation - S K Sharma

Parched Throat – Drop of Water

Draught seems to be the order of the day in one part of the country or the other. This scene is evident in the 21st century when all methods of scientific analysis are available. Apparently, it seems that modern technology has mesmerized us. The brute force of technology obfuscated our vision, and, in this process, we have become technological slaves rather than mastering it and using it for the welfare of the people. Also, we got confused between two states of mind i.e what are the guiding principles and what is its dictum.

All the scientific and technological solutions are valid and useful only under the given set of conditions, which are called boundary conditions. The technology which once we learnt it, started to use it everywhere forgetting comfortably the boundary conditions. We neglect these conditions at our peril and suddenly we face many solutions for a single problem and get confused by double the speed. The use of technology has increased so much that it not only distorted our vision, but we also tend to forget our heritage, traditions, and customs applied by our forefathers for scientific collection and usage of water. The modern people are too scared of acceptance of realities and pose to be too busy to find a long-lasting water solution for future generations.

Before monsoon, Indian meteorologists each year, assure us of heavy rains based on scientific observation and last year’s trends. Every year also it is being announced that 100% normal rain shall occur and therefore crops production shall also be good. This prediction is compounding the effect of El Nino which is an extremely complex phenomenon. IMD chief says every year that this year, rainfall shall not be affected by the least effect of Al Nino. Before that IMD makes a statement that it would be premature to say anything about the effects of El Nino, therefore, this year rainfall shall also be affected by El Nino. Therefore, any prediction on its face value shall be too disastrous. For instance it was also predicted in the past that some parts of MP shall receive 5.2% less rainfall and 10% less rainfall in Northwest from normal rainfall.

Water, a life originator has received little attention in our total planning and in recent economic reforms, water has been reduced to a luxury item whether its quantity or quality. There appears to be no policy for the collection, distribution, pricing, and ultimate use of water on scientific and rational lines. The following paragraphs show that some management decisions are required rather than continuously singing the paeans of a shortage of water and a large population.

Essentially, there are only two sources of water:- Over ground water sources like rivers, canals, ponds, etc and underground water.

Both these sources require replenishment regularly so that the stage of ‘no return’ could be avoided. The ultimate source of replenishment is only two i.e., rainfall and snow melting. In Indian conditions, while on one side, we get several meters of rainfall for example in N.E. States, and on the other side, a few mms in some parts of Rajasthan. The problem is not of the adequacy of water, but of unequal distribution. If the same is viewed from time span angles, then we get rainfall in about 100 hours of the year and in the balance 8660 hours of a year we do not get any rainfall. This results in floods in one part of the year and near drought-like situation in some other part of country even in the rainy season. Here again, the question does not seem to be that of the quantity of water but of unequal distribution in a particular time span.

The average yearly rainfall across the country is about 800 mm, therefore, total water availability throughout the country is about 2629 billion cubic meters (BCM). Even if we take 150 liters per capita per day as demand and 1.25 billion people (taking into consideration the children, we may take about 1.1 billion), the total water requirement for personal usage for one year comes to about 60 billion cubic meters which is about 2.28% of total water availability in a year. Balance water may be available for direct percolation, agriculture, and industries.

The rainwater in the upper reaches of any river basin is stored in dams which are mostly in hills. Let us see the position of Dams and their storage capacities. In the last monsoon, the storage in dams was affected badly. It shall be worthwhile to mention that the country actual storage capacity is 158 BCM which is about 62% of the total storage capacity of 254 BCM. This 38% storage capacity is eaten away by dam siltation. In bigger dams which includes MP also, against the total storage of 42 BCM, every year water availability is decreasing. Statistics shows that last year 292 dams dried up because of nil rains in upper reaches while 298 dams were partly filled up about 62% only. Against this only 241 dams were recorded as overflown in the rainy season.

The water of rivers, canals, reservoirs, and ponds may be used for agriculture and other purposes except for drinking. For drinking purposes, either we store the rainwater and treat it or pump it from groundwater table. This implies that mother earth behaves like a benevolent figure treating the water which percolates to the groundwater table. This percolation process to the water table treats the water to the max. extent possible and make the water potable in most conditions.

Three-pronged strategies need to be followed:

    a. Conservation of local rainfall water

    b. Effective uses of water

    c. Transportation of water

    Conservation of Local rainfall water

Check dams, ponds and injection wells or existing dry wells to be used for recharging the underground water and revival of dry streams. Water harvesting like roof water and compound water has to be adopted in each house which has to have an injection beds. This will also solve the drainage problems. In ancient habitat centres and old villages, in every locality, people provided water tanks or water ponds. In fact, almost all low-lying areas were converted into ponds. This served three purposes— A. Water to be used for various purposes. B. Recharge the groundwater table and wells for drinking purposes etc. C. Used to act as a sump for drainage purposes.

These tanks and ponds have no place in modern planning. This resulted that these tanks and ponds were filled up mercilessly. The need of the hour is to go back to the pond system so wisely used by our forefathers.

    For this we may provide:

    1. The contour maps of the order of 50 cms accuracy should be made available to all the villages, panchayats, urban centres, etc. This will facilitate to identify the low-lying areas which can also be supported by experiences.

    2. In existing localities, these low-lying areas should be developed as a water tank or ponds. The ban on filling up of low-lying area or using these areas for some other purposes can also be thought of.

    3. In new developments, these areas to be left purely for water bodies. The housing and other developments can be planned even on the lightly sloppy ground, thus providing natural drainage.

    4. The biggest flaw in the tanks/ponds is, that coarser soil particles slowly settle down followed by finer particles. This results in heavy clay deposit at the base and percolation to water table stops. This can be avoided by proper plantation around the periphery of tank, about 20m wide, deep-rooted trees on the outer most circle and deep-rooted shrubs on the inner periphery. These roots shall arrest soil particles to the large extent and the tank can be expected to behave as a percolation tank.

    Effective use of water

The various solution available require a long-term assessment to be made and consequently to be implemented urgently. These are:

    a. Pricing of water on a rational basis.

    b. Stopping free electricity to rich farmers, which distorts the basic requirement of poor farmers even for drinking purposes.

    c. In areas of deficient water, discouraging the cash crops which require a heavy dose of water. Unfortunately, the emphasis is being laid on various farming techniques that require heavy doses of chemical fertilizers, insecticides, and water, which is completely alien to India. Various examples can be cited where an equal or more production can be achieved with biological natural fertilizes and far fewer doses of water.

    d. Encouraging the use of drip irrigation, sprinkler system, etc. For popularising these methods, various tax incentives can be thought of to manufacturers of these systems and bank assistance to farmers for its implementation.

    Transportation of water

In rainfall deficient areas where sufficient surface water is not available, underground water is increasingly used for all purposes. This is resulting in over drawl and consequently desertification. In monsoon, water can be transported from excess rainfall areas to deficient rainfall areas to recharge the water table. Fortunately, large parts of such areas have coarse sand as overlay surface material which is having high permeability.

Now the ultimate question is, how to bring water from excess rainfall areas to deficient rainfall areas?

    Canals

The canals so largely used in our country for water transportation follow the principle of gravity. This system of water transportation suffers from some very basic problems, some of these are mentioned in the following paragraphs.

Most of the canals are unlined, therefore, there is heavy water percolation at the starting lengths. Due to the proximity of the river and water holding structure like dams, barrages, etc., the water table is already high in normal conditions, therefore, water percolation makes the situation worse. Since the lining of the canal is a costly proposal, therefore, large nos of canals are unlined. There is a great loss of water in the head section itself and tailenders get little or no water in the hour of crisis. Since the flow is by gravity and being unlined or minimum lining designed for normal gravity flow, cannot cope with large water velocity, therefore, for large transfer of water, the use of canals become somewhat limited. The maintenance of canals is costly affair i.e. desilting, cleaning, etc, thus, the efficacy of canals is lost.

Lastly, we Indians, poor system maintainers have already taken a heavy toll on the canals.

As already stated, the canals have limited utility for the transportation of water. Also, where water is to be carried against gravity, we may have to provide lift canals. Since canals have various other problems like percolation and evaporation, other methods can be tried.

    Other methods

Other methods may be that we should have steel large dia pipes on a grid pattern covering the whole of the nation. This grid should be from excess rainfall to deficient rainfall areas thus having a national water grid system. This may involve large nos. of pumping stations that can be operated only in monsoon. In one part of the country where the water table has gone deep or altogether vanished and in other parts, excess rainfall water wastefully goes to the ocean. If we have a piped grid and operate this system only in rainy season for transportation of this water to deficient rainfall area, then problems shall be solved to a large extent.

    Monitoring of underground water table

Due to inefficient treatment of surface water, the underground water is preferred at least for drinking purposes. Also due to canal mismanagement, the actual land coverage area is much less than theoretically covered, meaning the actual source of water is underground only which has got worsened due to distorted electricity pricing policy.

The entire country can be covered by a water table monitoring network having permanent stations. These can monitor the various water aquifers like 1st, 2nd and thickness of water-bearing strata. Based on these data the worst area can be identified and various measures to recharge the water table to be taken. If water table charging is done in monsoon only, even then it will offer a good solution.

The clean perception of the options available to be evolved and then launch a major campaign for informing the public which should also include the various solutions because of partnership efforts of public and government.

    Spiritual Mathematics

There is only one equation in the entire world of mathematics and that is (3*3)+(4*4)=(5*5) which can be explained in a altogether different manner. It is a special and spiritual equation that defines the trilogy of destiny, karma, and directions. If one understands this equation in its full avatar, many mental, psychological, and spiritual knots shall be opened. One is often interested to know his destiny without knowing the karma, directions and therefore spends the entire life in a confounded state. The direction of karma if set properly creates an expectation of results which again creates lots of despair if destiny is not understood through which flows the basic tenets of Nishkam karma i.e. action without any expectation. But the whole problem starts when it becomes extremely difficult to set the directions of karma without any expectations. Here, the principle of surrender as outlined in Sri Bhagwad Gita comes to our rescue outlining the power and directions of karma by surrendering at GOD feet.

Let us try to understand this equation in two parts i.e. graphically and mathematically. If this equation is plotted graphically, it is a right-angle triangle having two intersecting lines at 90 degrees in the ratio of 3:4 and the third line joining the corners of these two lines in the ratio of 5. If we analyse this triangle in a spiritual manner, then the smaller side represents the Troika of Brahma, Vishnu, and Mahesh i.e. The Creator, The Preserver, and The Destroyer. The other side, a longer one in the ratio of 4 represents the four directions or omnidirectional. These are joining at a right angle and not crossing each other which means, that until and unless these two dimensions i.e. triumvirate in 3 aspects and directions in 4 aspects join at the right angle, no action is possible.

All actions are in stages, that is a creation of action, maintenance of action and destruction of action. Destruction is necessary for new creation so that at every moment, new actions could be created, and Creation is always possible after destruction only. Also, no action has one dimension which means that all actions are multidimensional in nature. In any case, thought or generation of thought is also an action. If any thought is having a single dimension, it is not having a volumetric space, therefore, to create any space, at least four dimensions are required, that is three-dimensional structure and time as fourth dimension. After all, all happenings and events are volumetric time-dependent function. Hence, ratio 4 is essential to create a thought/action in consonance with 3 ratios representing the various stages of any action or a life form. We all start our journey of life from birth to death in 3 stages i.e birth, life, and death.

Now coming finally, the third-longest leg of this triangle, that is hypotenuse which is having a ratio of 5 representing five senses, joining the apex points of the other two lines. This longest line represents karma which is possible only with the help of our 5 senses. These five senses are agents of doing any karma. This is possible only with the help of triumvirate and 4-dimensional spaces. Can we achieve anything without the help of destiny? In an ordinary sense, triumvirate represents our destiny. Whatever we try and do, nothing is possible without the help of destiny. But it is also a fact according to Sri Bhagwad Gita that destiny alone does not create anything; continuous karma is essential for any result. Here also, our role and goal are limited to do karma only in the right direction without expectation of any result i.e. doing karma without any attachment of results. Therefore, karma is the largest one side of this spiritual triangle which represents continuous karma with an association of destiny and multidimensional space.

Now the mathematical part of this equation represents that if destiny is added to multidimensional space, only then karma is possible. Without any of these components, karma is fruitless and does not bring any results and our position becomes like that of an active energetic man searching an exit in a completely dark room and thus hitting its walls and hurting himself. The presence of light in the form of consciousness is essential to find the exit route of various challenges of life. Also, if a multidimensional term of 4 ratios is transferred to another side of equality i.e. it is subtracted from the karma of 5 ratios, the balance on the left-hand side remains our destiny in the form of God’s Will or triumvirate. Therefore, our karma must be devoid of multidimensional space representing the inertial part of our action.

If we can subtract the inertial part of our karma, we can realize the God’s presence in our all karmas still detached from the consequences and leave everything on God’s Will or destiny. Our journey of life shall be far more comfortable with lots of eternal peace of mind and still enjoying our lives. Also, our relationships with others shall be far superior if we understand this spiritual equation both graphically and mathematically.

Why Indian Politicians Always Laugh in Posters

If there is electricity in every village, people will watch TV till late at night and then fall asleep. They won’t get a chance to produce children. When there is no electricity, there is nothing else to do but produce babies. —Gulam Nabi Azad, Ex-Health Minister’s expertise on population control

This statement was made by an Ex Indian Health Minister while in office. It is a point to ponder upon whether any Indian should laugh it off or not. Whether he should take it seriously as a landmark observation or showing his helplessness on the problem of population or cutting a joke on the sexual power of Indian couples. It indicates two things, i.e. power shortages and an extra dose of libido of Indian males who take the full advantages of no electricity and jump on their woman counterparts and perform the most productive job, God ever designed.

Even in the age of electronic media, computers and social media, Indian politics always take the refuse under banners, cut outs, handbills, and posters. These posters are pasted indiscriminately on all available walls, telephone/electric poles, by the sides of all Road Over Bridges/Road Under Bridges and wherever any flat surface is available. Similarly, cut outs are placed in rallies and on all road crossings, junctions, and level crossings where road users must stop and ponder over the great qualities of that politician. Handbills are distributed during rallies and other occasions. All of us must have noticed one common fact that in these posters/cut outs and handbills, the political leaders are always shown in a smiling/laughing poses with folded hands which concerned politicians think it to be highly infectious.

If one observes these smiling/laughing politicians, few conclusions can be drawn straightway.

Firstly, politicians think that smiling/laughing is their birth right which originates from extra fat deposits in Swiss Banks and stashed in foreign/Indian Banks, host of properties, very stable business and ferrying in Mercedes, Audi’s and Volvo’s. The common voter does not even have an inkling of his doing. The politician thinks that by smiling or laughing, voters shall also smile or laugh forcibly and shall forget the black deeds of politician irrespective of the fact that whether the voter has taken the food or not, whether he is having clean drinking water or not or whether he is or is not quite healthy to smile or laugh. Voters are kept in darkness about what is required for smiling/laughing, who are offered a series of dialogues, few slogans and some acting skills from politicians.

Secondly, the politician thinks that voters shall draw a lot of positive energy from politician’s smile irrespective of the basic fact that it does not matte, if voter’s daughter/sister has been raped a few days back only and his world has already been shattered. If the politician world is safe, then he thinks that the voter’s world would also be safe.

Thirdly, politicians think that voters shall draw confidence that this politician who is smiling/laughing shall solve his and Nation problems. Here again, the voter finds himself at wrong ends because he is not aware from which sources, politician energy is coming from and it hardly matters to a politician that a common voter has already discharged all his life batteries due to bad law and order and price rise, farmers committing suicides, politicians joking on Indian defence forces, praising the enemy countries and foolishly, voter is trapped in a muddle of lights and sounds of Indian Films treating an even Imposter as a GOD, trying to mimic the imposter lifestyle, though he thinks that he is not in a position to give right and appropriate directions to his own home, society, village, and his own country.

Fourthly, politician smiles/laughs on the plight of voters. These poor voters are those whom we can and are fooling at the frequency of every five years or earlier punctually without any break right from August 15, 1947. Politician’s smile indicates that they are competent enough to fool the Indian masses.

Fifthly, the folded Namaste style hands, show that politician is trying to project himself as a top-quality man full of doses of humility and respect to humanity. The politician himself may be mass murderer, dacoit and fodder thief, but politicians think that now the time has come to change his image; however, the basic fact remains that this humble posture is only for winning elections and soon he returns to mass looting again. He thinks that the voter does not know this or can be taken for granted repeatedly. But one thing is sure by this time, postured politician prepares his own army of goons who are always ready to murder anybody on the instruction of their political master.

Lastly, these politicians are shown or photographed wearing costly attire with lots of diamonds and ugly ill-gotten wealth and still smiling or laughing. The misnomer here is that politicians have a view, that by showing our wealth, voters shall be impressed to get these items right way or wrong way in most of the cases and then announce a call that our society has become corrupt.

    In the Southern part of India, the trends of posters/cutouts/handbills are quite different. In this part of the country, the politicians are shown in a walking pose, full view vertical photo from head to foot smiling/laughing in a white Dhoti/Kurta or white shirt pant, with chappals in their feet and a step forward in walking position. Here again, a few trends can be inferred as mentioned below;

Firstly, the image of simplicity is evoked from white dress and politician must be thanking his photographer, how he has fooled the voter from his simplicity. The voters themselves take this simplicity for granted and gets impressed although the politician has ill-gotten wealth and unauthorized private Engg/Medical colleges. A voter is not bothered about the source of his so-called simplicity, but he is worried, how much he identifies himself with corrupt leaders. In this process, if continued in a continuous barrage of this simplicity, the voter gets ready even to die for the cause of the smiling politician little thinking that his death shall be a great loss to his family.

Secondly, the politician in a standing position shows that he is an upright politician. Here again, voters or population at large, turn to him as a father figure and join the bandwagon of his followers. In this scenario, leaders/politicians/preachers are alike where they become happy by the sheer size of their crowd of followers.

Thirdly, the walking position show appropriately that politician is forward-looking, a dynamic man. The voters are taken into this walking drama so that the voter could be squeezed off his intellect and get trapped in so-called leaders and strengthen their basic belief that by joining the concerned politician bandwagon, they are doing a great service to the country or society.

Fourthly, the front foot forward shows the straightforward personality of the politician. Everybody like himself to be straight forward-looking and at least voter wants that all other people should treat them to be forward-looking persona and lo and behold, the politician takes full advantage of voter’s poor self-esteem and low confidence. In the meantime, a politician plays another game. They assure voters that they shall take them in forwarding direction only if they vote him in the elections.

Here, the worst class of psychological games is played in which low self-esteem of voters is encashed in a highly remunerative business of politics. Who benefits from voter’s low confidence? It is the politician only, often in 99.9% cases. It is another fact that the politician often uses their supporter’s tools to tail-wag the voters with a promise from their voters that they shall meekly surrender to them at all times and shall vote to him and his party so that politician could win elections and cheat the voters for another stint of 5 years.

    Indian Railways-Failed Emergency

In many recent train accidents, one thing is common, but nobody is commenting on it. That is Emergency brakes. After all, as the name suggests, Emergency brakes are supposed to be applied in emergencies only. Many train disasters were attributed to Emergency brakes on Indian Railways which were either the solely responsible for train accidents or because
