History and social progress is continuous and at the same time has its break points. Humanity has faced this contradiction between their digital and analogous factors all along. we experienced one such when colonial rule ended on 15th August 1947and gave rise to a new era.
Around 15th August 1947
It was in forties of the last century, that U.S rulers expanded the isolationist limits of their foreign policy from mere American continents to dominate the world politics. All along, their eagle eye was on India. By then Indian freedom struggle had matured and arrived at a ripe stage of achieving its goal. British Government was at the same time trying its level best to thwart it by all means in its armory - brutal suppression, protracted negotiations, bringing splits in it on the pretexts of religion, region, language, caste, and what not. During all important negotiations which British Government held with various Indian leaders in its last days, the representative of U.S president was invariably present, presumably to add weight to freedom movement and pressurize the representatives of die hard imperialist Mr. Churchill.
By 1947, when it rose to occupy the seats power, leadership of freedom struggle had a firm grip on many critical parts of the country. However, large regions and large sections of population were still outside its influence and were even sullen towards contemporary happenings. More moribund amongst among them were even angry that Indian Government did not adopt a (Hindu) majoritarian, stringent and retaliatory attitude towards Muslims, here, to teach proper
lesson to Pakistan. They would dub the secular liberal and tolerant treatment of Muslims and other minorities with due respect, as a weak policy of appeasement. These forces (impotent then) were, however, lying low against the rising tide of secular and left forces, biding their time.
After 1947, U.S influence began to penetrate into India affairs in many visible and unnoticed ways.
The India situation was in general anti -imperialistic. This trend was particularly pronounced amongst middle and poorer section of both urban and rural populations. The brutal wounds inflicted under colonial rule were still very raw. These sentiments were reinforced further by the progress and success of Democratic
and socialist forces in the second world war ; the freedom movements sweeping through whole of the colonial world were in high spirits. Their aspirations also ran very high. They knavely hoped that they could steer a democratic
middle path between the old imperialist and dictatorial
socialist camps, extracting the best out of both. Against this exaggerated image of themselves, they also, under- estimated the influence and power of the medieval or pre-colonial forces in their own countries, which though stunted in growth, still went strong, particularly in peripheral spaces and populations. No concerted specific action was addressed against them and their beliefs. It was, as if, it was taken for granted that they would wither away as industrialization progressed.
The old colonial and pre-colonial structures of society which were attacked during freedom struggle, showed cracks, but were not destroyed. The forces that were propping up that old structure, along with international forces supporting them, proved to be quite capable of obstructing the smooth run of our industrialization. Gradually, as the contradictions involved in industrialization began to unravel and the preindustrial forces began to assert, the advanced section of freedom struggle in power entered the phase of life and death struggle in keeping their flag of independence aloft. Certain drastic actions like nationalization of banks, abolition of privy purses, liberal freebies, to the down trodden etc, were boldly
taken. These gave a breathing time for a decade after which their yielding phase to external and domestic pressures began.
The partition of the country which colonial power had contrived to impose proved an added problem in Indian context. Apart from the acute problems which partition created like division of assets, irrigation water, refugees, states integration, particularly Kashmir etc, the politics of Pakistan became one of the critical factors which influenced our course of progress. Pakistan undertook a role of being a lever to pressurize Indian rulers to yield to pressures of Anglo British financial interests. Medieval forces in our country, ignorant of progress of history, indulged in an illusion that Indian Government should get nearer to U.S rulers than Pakistan and with help of U.S proceed faster to progress, and pull out the thorn
of Pakistan.
They were opposing the independent government from day one from this platform. No, even from the days independence was being negotiated.
They also dreamt of playing a greater role in international affairs particularly in Asia by taking clear sides with anti Soviet Western Block in an unambiguous manner. After all, they (caricature remnants of medieval powers) were the creation of British colonial power (or pillars of ruined palace) and perhaps felt that they were better entitled
to succeed the British to rule India than the new elite intruders
. The middle classes and bureaucrats who had limited exposure to only what was taught to them in schools and colleges and had no exposure to anti-imperialist progressive ideas of the West also submitted unwillingly to the contemporary rulers of freedom struggle. Gandhi whose roots were totally pitched in Indian soil and wanted it to develop in an all inclusive manner, had drawn the vociferous sections of rural and urban middle classes and poorer classes into freedom struggle with a hope of a bright future (which was not well defined) and neutralized the rest. That generation was getting old and marginal in politics.
Even all through the freedom struggle, backward sections of the richer classes and middle classes were wary of the social reforms aimed at caste, as well as releasing the women from the kitchen. Economic factors had forced them to accept their women’s employment but they couldn’t digest the uplift of women any further, downsizing men’s domination in domestic and all other worldly affairs. Their dissatisfaction was indirectly expressed in their strong opposition to Hindu code bill and other such social reform bills not on the grounds of their reform content (which they dared not oppose outright) but that the Muslim population was excluded from them. They could not digest the truth that progress of the industrialization did not mean starting industries alone, but involved a change in entire structure of society, including family and its entire culture. Nor did any vanguard sections of the country put in any effort to educate them in this regard, as its importance was not realized, since our industrialization to date has a total comprador slant with innovations within its groove and orbit.
May be the bulk of human beings seek immediate happiness and follow the path of least resistance, unless they are sufficiently educated to keep long term and long range interests also in view. The general public should have developed proper inhibitions to Judge the pros and cons of the situations they face before making a decision. In the absence of these, the decisions taken for immediate benefits usually create web around us in due course. A poor person goes on struggling with his worn out tool or vehicle, without means to replace it.
Whatever, while the forces in the country were brewing this way, the deeper laws of human development were having their own course ; the operation of law of differential (relative) purchasing power of masses in the face of expanding anarchic production would result in economic crises with differential consequences all over the world. To avoid the consequent fall in profits, closing down of units etc, the international economic forces would exert political pressure from top, acting all the way downwards. This would be translated into lower prices for our exports, unequal exchange rate, deeper penetration, greater concession and unbridled license to exploit natural resources in weaker countrie, unfavorable tariffs, etc.
As years and decades went by, the high hopes on the promised and expected improvement in their living standards waned amongst the lowest and middle sections of the masses, they swung to the only available extreme - the far right and to centre right. The voice of right gained strength with this swing. At that stage the people by and large did not consider the left forces as a possible better alternative. The left and other opposing ideologies had lost their monopoly of being the ultimate panacea which humanity would arrive at some future, may be distant or even very distant.
Certain international developments had a devastating effect on the credibility of socialist and communist ideology as a monolithic and noble ideology. Revengeful (or spiteful?) and petty Anti Stalin revelations
by Khrushchev, the attack of soviet armies on Hungary and a few other communist governments, occupation and retreat of soviet armies from Afghanistan, hasty reforms of Gorbachev, rise of Elytsin, dissolution of USSR, USS - China conflict, China - Vietnam conflict and such others as these, came in quite handy for imperialist and capitalist media and press, in shattering the implicit faith in the concept of communism as known to masses. Added to this, the lagging behind of U.S.S.R in production of consumer products, and lack of sophistications in certain technologies visible in their exports of machinery and consumer goods, lowered the estimate of the technological level of U.S.S.R. amongst investors as well. The local activities and behavior of leaders of left parties also shattered the high respect the label communist
at local level once commanded as an individual, even where their activities were not accepted. Masses saw that the leadership of the left parties were no different from the rest. The association of these with far right parties for ministerial gains, further clouded the sky of their ideology. The activists of the left parties in making best
use of the existing ruling class facilities
provided by the rulers, like election, education, judiciary, media, press etc, unfortunately fell prey to it and almost limited their efforts to electoral and trade union activities. This strengthened the blind attitude of laboring masses that all the problems of their brutal life would get solved through better implementation of larger freebies. Their struggle got stuck in fighting for larger freebies. Their aspiration for a better future got fixed to a good
government managed by an honest
, just, and kind leadership. The deep tyranny inherent in the very structure of their society, was generally lost sight of. The truth that the entire wealth of community was the product of the mental and physical labor of workers and they had a better claim for a greater share in that surplus, was generally lost sight of. The deep consequence of this loss can be more imagined than said.
This gradual shift of poorer masses to the right has been expressed in two ways. The first was the revival of old and even out dated and harmful rituals with great zeal, to satisfy the urge to gain identity and get nearer to seats of power. They had risen one or two steps in the social ladder on account of expansion of economy after independence. Many new small temples came up. Swamijis and their Ashrams proliferate both as money spinners for the founder managers, and as recluses of solace for the devotees. Nonbrahmin local deities were elevated and brahminized and renovated. Religious tourism increased many fold. Governments through their regulations and practices aided this development. Richer and
