About this ebook

As a CIA agent, Dr. Matt Dexter was unique. He was a trained Army Ranger, an expert in close combat and in the use of almost any weapon. He spoke several languages which included the Zulu and Afrikaans of South Africa. He was endowed with more than the usual sexual skills and good looks. He was ordered by his CIA bosses to gain the confidence of the South African President, Salam Namana, and his daughters and reveal
sensitive information to the CIA. The corrupt men in the Executive Branch of the American government and the CIA were unhappy with his reluctance to betray the friendship of the
South African President, who trusted Matt completely.
Matt made love to many of the beautiful women he came in contact with, but the beautiful red-headed Lieutenant Lisa Boudreaux won his heart as they fought together across South
Africa. Matts quest for revenge took him and Lisa to Washington, D.C. and Jackson Hole, Wyoming. He felt that he had to exact a price on the men who killed his friends and
pursued him relentlessly, trying to kill him and his friends.

Executive Betrayal - Donald C. Boggs

    CHAPTER ONE

THREE MEN SAT with John Mathis, President of the United States, in his private conference room at the White House: Gary Nielson, Vice President, Stuart Weller, Secretary of State, and Bert Asher, Chief of the Central Intelligence Agency (CIA). The fancy room was filled to overflowing with the acrid fumes from the expensive cigars smoked by the elite members of the Executive Office. Quality paintings and bronze statuettes indicated that this was no ordinary office. The room fixtures radiated the ego of the owner. Undoubtedly, the tax payers had probably underwritten the cost of the expensive furnishings, and many others.

John Mathis looked at the three other smoke-shrouded smokers with narrow eyes that could lie without blinking; and he spoke to them with full lips, that could lie without thinking. His brown, wavy hair was sprinkled with gray. Few lines creased his smooth face, and a pair of close-set black eyes stared at the other men without apparent emotion. All four of the men were good friends from way back, and they were simply a good old boys club. Their past was filled with sneaky practices, most bordering on illegal, and some downright abusive of the justice system. All of them had aided, abetted, and abided underhanded tactics to get the president in his exalted position. All of them were now well-placed in positions that would enable them to abuse their powers with impunity, if they chose to. And they did.

The president had given the jobs to the men because of their close ties to each other. The plump little Secretary of State, Stuart Weller, was especially valuable to the president because of his valuable help in managing the election campaign when Mathis was running for the presidency. Gary Nielson was put in as Vice President simply because of his huge campaign contributions. He had to be re-paid to prevent any damaging actions by him and his cronies… Bert Asher, the Chief of the CIA, was a close confidant, with a penchant for cruelty that he had so far kept more or less under control. He was a vindictive bully when he was in school and enjoyed dishing out pain. He was unchanged from his early years. It was rumored that he had been an enforcer in the mob at one time, but he was adept at evading justice. Money can help keep the rich out of jail.

Asher was a burly man with close-set eyes and could have been taken for a professional wrestler, both in looks and size. He spoke with a curt, arrogant voice that immediately grated on the ears of whoever he was talking to. Taken all together, they were simply in a league of their own – and they didn’t know it. Unfortunately, all of them felt no compunction for accepting bribes to influence legislation that benefitted the big industrial corporations and drug companies. Such action usually meant money in their pockets – lots of it. All the men felt that it was their due to accept dirty money since their salaries would not support them in the style that they felt that they were entitled to. Their service and loyalty to their constituents and the American government were secondary to their own personal desires and greed for wealth and power. Each of them knew of the others character flaws and it kept them more or less honest with each other.

Gentlemen the president said, "The folders on the table before you contain briefing material on the situation in Africa and the surrounding territories. Most of the countries in Africa are a hot bed for thieves, terrorists, and killers. There are several reasons why we must change the government regime that is now in control of South Africa. First, leadership is lacking in all the African countries, especially South Africa; secondly, graft is rampant everywhere in that and the surrounding countries; thirdly, whoever is the toughest and meanest dog, gets the largest bone. The terrorists in all of Africa happen to be some of the worst anywhere in the world, and they are howling to start feeding on the present regime in South Africa. It matters little that most of the insurgents are influenced by Al Qaida and other extremists; even that we are paying to arm elements of Al Qaida and other fringe groups that are willing to help get rid of the legitimately elected government in South Africa.

The fact is we want a change in the present government in South Africa so that we can influence reforms or change that is beneficial to our country – and to us personally. If we can put our own companies in South Africa, we can reap a bountiful harvest of oil, diamonds and minerals. As you know, we already have some shell companies set up waiting for such a turn of events. I’m turning the rest of the briefing over to the Chief of the Intelligence Agency. Bert, take over, please."

Bert Asher immediately spoke in his abrasive, raspy voice. "If you have studied the material in these folders, you know that we have a complement of agents assigned to work out of our Embassy in Pretoria, one of the three capitols of South Africa. The Ambassador is theoretically in charge of our operations in South Africa, but the CIA station chief, Steve Scott, is, in reality, running the show. Two of our agents are attaches’ at the Embassy. One is a very well-endowed and well-qualified woman named Rita Slater, and the other is an equally qualified man. The woman is an experienced field agent, as is the man. However, the man was chosen because of some unique and important qualities possessed by very few people.

This man has a M.D. degree and has completed a residency in general surgery, but he has not taken the national boards or state boards to practice medicine. He chose not to practice medicine because idealistically he didn’t want to be connected to a bunch of people whose main interest was in making money. That’s what he says, anyway. After finishing medical school he spent four years in the Army as a Ranger. He has martial arts skills equal to anyone, and he is a crack shot, especially with a sniper rifle. His uncanny ability for speaking languages makes him an especially valuable asset. He picks up languages almost without effort, including several African dialects – Afrikaans, Zulu and a few others. He is fluent in German, French, Russian, and Spanish, to name a few.

His final ability or characteristic is probably the most important to us. He is well-endowed and an expert in sex. His good looks and sex appeal serves him well, not to mention the women that he serves. We have ordered him to make friends with the leaders of South Africa; and, if he needs to, use his sexual expertise to get information from the women that are close to the leaders. He has been told that no one is exempt in getting this information, whether they are woman, girl, or child. He balked at including men in his endeavors. He knows that we need info on any terrorist activities, the African economy, potential coups, and any intrusion of influence by other countries besides us, especially Russia, the Middle East, and possibly China. We recruited him directly from the Rangers and trained him for his CIA assignment. He has no knowledge of our subterfuge in sponsoring the South African President’s opponents in our efforts to unseat him. In spite of his qualifications, our man hasn’t yet given us much useful information. I don’t think he likes the subterfuge required, and he has not yet proved his worth to us. This man is 31 years old, six feet tall with curly brown hair and brown eyes. He is a handsome man, and the women can’t resist him. His name is Dr. Matt Dexter.

    CHAPTER TWO

MATT DEXTER CAME awake from a deep sleep. The faint click of a door latch sent immediate alarm signals throughout his brain. He was on his back and he immediately reached under his pillow and brought out the pistol that was placed there every night that he slept. The faint waft of an exotic perfume immediately caused him to relax. He recognized it as belonging to one of the president’s daughters, but he didn’t know which one .A warm, lithe form slid in beside him kissing him on the neck and ear, slowly moving down his body; then returned to his lips, kissing him passionately. Her hands stroked his face and legs. She had removed every stitch of clothing she wore and was hot with desire and breathing heavily. So was he. She had not said a single word and that was O.K. with him… Dexter thought to himself, Lord, this woman is a downright pleasure.

No time was wasted before they hastened to make love to each other. They were closely entwined and hugging as if there was no tomorrow – engulfed with exquisite sensations that left them swimming in a sea of sensual pleasure. When they returned to earth, each was covered with sweat as their breathing slowly returned to normal. They still clutched each other languidly, relishing the feeling of lassitude and complete satiation. Well Matt. How did you like that little love session? the young woman asked him.

He responded, Sweetheart, if it had been any better I couldn’t have stood it.

She said, You don’t even know who I am, do you?

I’m afraid I don’t, honey. It’s so dark in here that I can’t see you very well, but I know that if we had ever done this before I would definitely not have forgotten. I don’t have to know your name to love what we just did. It was unforgettable and almost too much for me.

Well, my love, you should remember me. You ate dinner with me and my family this evening. Don’t you remember my father, President Namana of South Africa, and my lovely mother, and my two younger sisters?

Of course, I do; how could I forget your generous father with the impeccable British accent; and your lovely sisters, the slim one, and the other one with the beautiful eyes.

Oh sure, I can see that you have a perfect memory. Just to make sure, my name is Joaquim, the oldest; my younger sister is Arana; and Ana is my middle sister.

Matt replied, Thank you Joaquim. I will definitely not forget any of your names now, particularly after our more intimate introduction tonight. He grinned at her with his teeth showing white in the dark.

Joaquim said, You remember that you are invited to have breakfast with us this morning, don’t you?

I sure do and I’m looking forward to it.

She said, I believe we should get up and take a shower. We both smell pretty loud. I don’t know how anything that feels so good could result in a smell that is so bad.

Matt made no comment as she withdrew herself from him ever so slowly and walked to the shower. She was a tall, lithe woman with rounded buttocks that moved from side to side as she walked to the shower. She was sexy, sexy, and sexy. Small, curly, coal-black hair hugged her head; and her whole body was covered in sheen of sweat.

Matt got out of bed after she left, showered, shaved, dressed and walked to the dining room at President Amana’s government residence. Matt usually stayed overnight with the President when he was invited for dinner. The President’s official residence was located in Pretoria, one of three capitols of South Africa.

The President, with his wife and daughters, was already in the dining room. Matt greeted all of them warmly. Joaquim had a smug, little secret smile on her face. Her two sisters keenly took in the non-verbal exchange. All of the women held their handshakes a little longer than was necessary, but Matt didn’t mind. After breakfast was finished, the women left the table, knowing that the President wanted to talk to Matt alone. Besides that, they weren’t interested in politics.

Matt had over time become very close to the President and advised and helped him in making many important decisions and actions. He considered Matt a close friend. The President was particularly worried about the opposing political party in South Africa. It was composed of mostly extremists that had been infiltrated by Al Qaida and other extremists. His political life was very precarious and it seemed to the President that a coup was in the making. He didn’t know how much time he had left and had no idea that the American government had any hand in the increasing trouble that faced him.

President Salam Namana spoke to Dexter, "Matt, you are already knowledgeable with some of the problems my government faces, but not all of them. I will bring you up to date if you don’t mind my possibly being repetitious with what we may have already discussed in the past. Besides being worried about the influence of Al Qaida and other extremists, you already know that our economy is in bad shape. We are barely able to make our government payroll. We also have an overwhelming problem with AIDs and no resources to spend on it. There’s no doubt that we have graft to some degree throughout our government. Other governments have the same problem. Some try to get rid of it and some don’t. Most of our income comes from the few oil wells that we have leased out near Cape Town, and from our diamond mines near Kimberley. The private company, Consolidated Mining, owns the major diamond mine in Kimberley. They are supposed to give us 30 percent of the diamonds that they find. I seriously doubt that we are getting near that much.

DeBeers used to be the major supplier of diamonds in South Africa and had a world monopoly on the market. They easily controlled the prices until another company moved into the picture. Ernest Oppenheimer formed the Consolidated Diamond Mines in 1919 and eventually merged with DeBeers and formed a cartel. Our government mine is located adjacent to the Consolidated Mines where they are finding many diamonds. Our mine is called the South African Mining Company. We believe that we are being significantly shorted of our share of the diamonds by someone in some way, but we don’t know who is responsible or where the diamonds are ending up.

In many diamond mines one has to drill into the side of volcanic tubes to get to the diamonds. Some mines are mined using placer techniques, but it takes about one ton of soil to produce two diamonds in a placer operation. Most of our diamonds are found in clay-like dirt and occasionally a pocket is found with large quantities. The quality of the diamonds is first rate in all these mines and what we do find is very valuable. We have thousands of acres near our leased mines that are undeveloped and could be leased out, but because of the political unrest in and around South Africa we haven’t been able to take advantage of developing them. Outside mining companies are afraid of the political climate in South Africa. They don’t want to take a chance of making large investments until our government is more stable. All of them know that insurgents and political dissidents are a dire threat to the stability in our country. No one can blame them for being reluctant to make any investments.

We are doing much better with our government diamond mine located near the privately leased Consolidated Mine, but we are still short of money to run our government functions and other programs that we need to develop. I’m sure that we are losing many diamonds at our government mine as well as the one leased to the United people. So far the people that I have sent to check out both of the mines have turned up nothing. It is possible that they are taking payoffs to look the other way. I just don’t know. I would consider it a personal favor if you would visit the Consolidated Mine, as well as our government mine near Kimberley, and find out what is going on.

The latest oil development is located near Cape Town in Saldonha Bay on an oil platform built by the German manufacturing company, MAN Ferrostaal. We are supposed to get a percentage of the oil from the companies associated with Ferrostaal. It has only been in operation since 2007 and is by far our best producer. It wouldn’t take long by air to go from Kimberley to Cape Town and check it out. I don’t know how much, but we are losing oil from that operation. Maybe you can find out who is responsible for our loss. We need every dollar being siphoned at the diamond and oil operations.

I believe most of the oil and diamonds due us is being stolen by someone at or near these facilities in some very clever way that we have yet to discover. However, I’m not saying that MAN Ferrostaal or Consolidated either one are responsible for the losses. I just don’t have any reliable information to make a judgment. However, at this time, I don’t have much confidence with my own people who are supposed to look out for our interests. We just don’t know what is happening at the diamond and oil operations. If you decide to help us, I will be giving you absolute authority to conduct your investigation; and, it will be in writing."

    Matt responded, "Mr. President, I will be happy to help you in any way I can. Before I can go, I will need to first go to my office at the American Embassy and take care of some paperwork. I recommend that I take two professionals with me to help in finding the source of the problems; one should be an expert in accounting;
