INTRODUCTION
Reliable, comprehensive and robust verification lie at the crux of any arms control agreement. This is particularly true in the case of the Joint Comprehensive Plan of Action (JCPOA), better known to the public as the Iran Nuclear Deal. The deal is between the five permanent members of the United Nations’ Security Council, Germany, and the Iranian regime. The agreement rests on verifying aspects of the Iranian regime’s nuclear program. However, because of Tehran’s aspirations for a nuclear weapon, the bulk of the regime’s program has been of a covert military nature. As a result, formulating an arms control agreement to prohibit the regime’s access to nuclear arms, as per Iran’s Treaty on the Non-Proliferation of Nuclear Weapons (NPT) obligations, has proven a major challenge to the international community.
