    Preface  

    A disabled person is someone who encounters barriers in his or her environment, including transport, which prevents him or her from full and active participation as citizens. This could include people who have impairments, whether long-term or temporary, intellectual, emotional, sensory, communicative or physical, and these may be visible or hidden. Disability is generally defined as a physical, mental, or psychological condition that limits a person’s activities. Earlier, it was interpreted according to a medical model, and disability was linked to various medical conditions, and was viewed as a problem residing solely in the affected individual. Disability was seen solely as the result of an individual’s inability to function.

    According to principle of equal rights, the needs of each and every individual are of equal importance, that these needs must be made the basics for planning the societies and that all resources must be employed in such a way as to ensure that every individual has equal opportunities for participation.

    Persons with disabilities are members of society and have the right to remain within their local communities. They should receive the support they need within the ordinary structures of education, health, employment, social services and public amenities.

    Persons with disabilities (equal opportunities, protection of rights and full participation) Act, 1996 stresses upon creation of barrier free environment for persons with disabilities and make special provisions for the integration of them into the social mainstream. It enjoins upon the governments and local authorities to ensure within their economic capacity, provision for installation of various features for providing barrier free movement to persons with disabilities in public places. Differently abled person would require all public interior circulation routs, whether horizontal or vertical, to be wide enough to accommodate various mobility aids and need safe routes throughout the buildings, with no expected level changes or obstructions that are potentially hazarders to them.

    Barrier-free environment is one which enables people with disabilities to move about safely and freely and use all facilities within the built environment, roads, parks, gardens and other places. The goal of barrier-free design is to provide an environment that supports independent functioning of individuals so that they can participate in all activities without assistance. Creating a barrier free environment requires people from various walks of life who understand the underlying discrimination and lack of opportunities faced by persons with disabilities, people who are willing to get together, working out strategies, and implementing them. These include policy makers and the government, architects and builders, law enforcement and town planning officials, people with expertise in disability issues, and, most importantly, people with disabilities themselves.

    The main purpose of the study is to attract the attention of the people regarding this look-wise tinny problem which causes hindrance in the success as well as quality of life of differently abled persons. Special people need special attention, special healthy and helpful climate as well as compatible infrastructure which makes them able to perform the task in a easy way like normal people.  The present study is an attempt to explore the facilities provided by our government to provide barrier free environment for differently abled persons in public places. Hence, the present study is focused on An exploratory study on problems faced by persons with disabilities in public places with the following major objectives of the study:

    1- To explore the infrastructural facilities available for the disabled in the public places.

    2- To study the problems faced by the differently abled in various public places.

    3- To compare the available facilities with the standards given under government provisions. 

    4- To design computer aided prototype incorporating the requisite facilities in one of selected public places ensuring independence to differently abled.

    The research design adopted in the present study is an exploratory research. The investigation was carried out in four phases.

    Phase I: In this phase public places which are prominently used by the majority of population for services were identified and listed.

    Phase II: In second phase, one of the institutes catering to differently abled was selected using purposive sampling technique from among the various institutions located at Lucknow. Thirty respondents were selected purposively from three major categories of differently abled, who has to face hurdles in
