Harish Kumar, an IPS officer, was born on 10th November, 1959, in a village named Janish Nagar, which is purely a rural environmental area at Thana Ajitmal, Tehsil Auraiya, District Etawah (now in Tehsil Ajitmal and Distt Auraiya). His father Mr. Jagannath Prasad, was serving in The Animal Husbandry Department. His mother Mrs. Bhagwati Devi was a house wife. Like the other mothers she was among his biggest well wishers. Mr. Harish Kumar received his primary education up to class 7 from Kashi Market, District Kanpur. Passed Intermediate and Graduation examination from Ajitmal degree college and received a Masters degree in political science from Christ Church College, Kanpur. Studying at the Foolbagh Public Library (Kanpur) and 'BBC, London' had special contribution and impact in his life. He has been engaged in the Reserve Bank of India at the post of Coin note Tester for about 5 years in Kanpur.
At the same time he was preparing for PCS exams and was posted to the Labour Commissioner's office in Kanpur on the post of Assistant Labour commissioner. Mr. Harish cracked PPS cadre exam from Uttar Pradesh Public Service Commission in the year 1986 batch and in the Police department served the posts of an upper police superintendent at Jalaun, Kanpur, and Bijnor. At Lucknow, Banaras and Kanpur as the STF, CBCID, PAC. In December, 2012 he was promoted in Indian Police Services (IPS). He served the posts of police superintendent at the DPC Gorakhpur, Police Academy Moradabad, police superintendent and in DG office, Superintendent, Human Rights, Unnao. Currently DIG/Superintendent of Police, District-Unnao.

    The Beginning...

    Today, I am making a little effort to present my experiences of Maha Kumbh, 2013 and put them in words and sentences and present them in the form of a book.

    I was posted as an Additional Superintendent of Police in Moradabad. On December 22, 2012 I was promoted in the All India Police Service from the provincial Police and on the same day I joined the newly promoted post. Fortunately, for those days in the Police Academy Moradabad, the 31st All India Horse Ride Competition was going on, in which the responsibility of hosting was entrusted to the police academy of Moradabad. The competition was to be held on December 23, 2012. Since I was also nominated as the nodal officer by the Police Academy Moradabad for the horse riding competition as well as in-charge of external training, as the nodal officer so it was a task of great responsibility. For nearly a month and a half, all the officers and employees were preparing for riding competition, when the conclusion was announced and all the programs were successful, the heart was a little relaxed, but on 23rd December, the order to go for a duty to Kumbh was also given. Although the director Mr. A.K. Jain Sahab was very kind-hearted, he tried that I should get rid of the duty of Kumbh and did not have to go to Kumbh, for this he also corresponded with the Directorate of Training. It was told that here 78th batch of PPS, one batch of SI director and 165 officers of the SI ranker are receiving training, in such a case, it is not possible to send Harish Kumar to Kumbh, but it is the police department, here there is a tradition like giving order-instructions against the will, then if there is subdivision demand in the east then deploy the subordinate in the west, if he wants to do duty, send him on leave, if asks for a stop, stop regardless of the date of departure. So, I too was the victim of this tradition of the police. However, Sri Vishram Ram, who was our field officer outdoors, was near retirement and belonged to Allahabad (officialy known as Prayagraj ), was also of the religious instincts, of the simple and calm nature. He was fit for the Allahabad Maha Kumbh Duty. Because of being close to retirement, was even more interested to come to Allahabad. He thought of that duties will also be done, left-over pension and retirement related papers will also be prepared. He also kept his problem in front of the director, but despite all the efforts made by him, the duty of Mr. Vishram Ram, Police Deputy Superintendent was not taken and I was sent to Allahabad (Teerthraj Prayagraj, the king of the sacred places of pilgrimage) on the night of 23rd Dec. 2012. My wife and my son Harsha was also in the police academy at Moradabad that time. He also was very excited to do great curious and risky acts like other children. He had come from Lucknow to enjoy the horse riding contest but what did he know that suddenly I would have to return from there only to the night, there was an adverse atmosphere in every way to go to Kumbh. My wife and also son were getting annoyed separately. Another problem was of the Sultan’s. You might be wondering what this is all about. In fact, Sultan was my pet dog who felt weird confusion and restlessness without being able to stay for one minute without me. Moreover, it was not a matter of a day or two, but of 3-month time, it was not even a guarantee that there will be an opportunity to come here again in this academy, because after upgrading to the IPS cadre, transfer for somewhere else may have to go on, it was a strong possibility. There was a strange situation and the confusion in the mind. On one side there was a government order, on the other hand, my own personal problems. Although no one had any concern or any meaning. Yes, one of the major problems was that of Chandrika Ustad. Yes, he was not less than any trouble or disaster. He was then the government reserve driver, but after the sunset, the saying of Chandrika Mast was hundred percent applicable to him. Occasionally, Chandrika Ustad accompanied the sunrise and then was drunk and once quenched, then no matter how much a big officer is there, how much compulsion it is, how much important government work is but Chandrika was beyond worries . He was deployed as the reserve driver for Kumbh duty.

    On evening 23rd Dec. 2012, the bag was packed by my wife and loaded in the vehicle. I had to go with all the preparations for the whole three months and there was also the luggage of the driver and the attendant, kitchenware and the woolen clothes. As soon as the vehicle was ready and the stuff loaded, Chandrika Ustad got drunk. I came to Lucknow from Moradabad by train with the family. But the train could leave Lucknow the next day morning to Allahabad for the Kumbh. After all, I went for Kumbh duty as the reluctance, forceful, self-defeating, cumbersome, and tired-hearted, like a lost warrior.

    Yes! I would like to mention one thing that there was no positive thinking in my mind about Kumbh. The meaning of Kumbh was for me was that only PongaPanditai, exploitation of the poor and the conservative rituals under religious cloak.

    Yes! On the basis of my detailed experience of about three months spent at Maha Kumbh, at the end I can now say that the Kumbh is not just a biggest crowd gathering, it is not just PongaPanditai (idiocy), it is an eternal philosophy of life where there was construction and destruction. I saw the creation with my eyes, every stage of life, birth, childhood, puberty, old age, etc. Then there was a live and vibrant example of funeral. I saw this Kumbh to be decorated with the beauty. There was the great excitement and then deep despair but the sense of contentment is awake. Who has experienced about Kumbh, who survived, who saw the largest crowd of pilgrims who came in Kumbh, only he can express his expressions about Kumbh. Everything else is heard. This is not just a gathering of ascetics, naga sadhus, sadhus & saints. Every move of life, community of life, police, business people, all types of governmental and non government institutions, and the division of the departments/organisation are united here. This kumbh is the living and awakening example of unity in diversity. It is also a kumbh of the thieves and the upper class. Do not take it in negative form. Because even during their whole life, these elements do not get enough to earn as much as they earn from here. This confluence was of the journalists from the whole world, media workers, and research journalists from all over the world. Yes! I was talking about the confluence of the beggars, the lepers, beggars and lepers rarely gather somewhere else in the world. This confluence was of the vehicles. There is hardly any such mob gathering in the world in such a large number. This confluence was of Police Force. A quarter of the world’s police force will not be so much as the number of those who came in duty here. Here PSC, CRPF, Cavalier Police, Uttrakhand Police, Uttrakhand Water Police, BSF, Commando, NSG, Black Cat Commando, Anti Mines Team, Wireless, Fire Service, NDRF, Intelligence, IB, Civil Defense, Army, Navy; there were not anyone who does not have the confluence of conflicts of unity in diversity. There was no such corner from India where the devotees could not come from. There is hardly any country left in the world whose citizens have not come here. This ‘Sangam’ (confluence) was used by academics and researchers from around the world to explore various topics here. In order to conduct research on various subjects at Kumbh, Harvard University of America sent a group of its students to research over what crimes are done here. One of the countries sent its research team, to research how many vegetables are consumed in one day. Management institutions around the world had sent their own research students to search on various topics. To know how such a crowd is being controlled in such a huge fair, it was confiscated. It was confined that by going through different types of rules and abstinence, adversity of nature in adverse conditions is challenging in surviving. Rather than going apart from something new is to show. Many ‘Yogas’ and ‘Asanas’ and other exercises and practices were found to be seen; There was a Mahatma who had made his right hand up for almost twenty years. He did not cut nails even. Now you may have understood that ultimately this sacrifice was a practice of self-control, whose rare philosophy is possible only in Kumbh, rarely anywhere else in the world. A mahatma was named Khadeshwari Ji Maharaj. People tell about him that he is standing for twenty four hours continuously for almost eight years, through whom all action is performed standing in the same position for eight years. There was also a mahatma who always used to lay down on the bed of thorns. For many- it is not known how many types of people got to see the confluence here in Kumbh, which was really enough to thrill anyone.

    This Kumbh was of different types of tents and tent carvans. All the piligrims & visitors living here lived in temporary tents and it is not possible to calculate the number of posts. There is hardly a country in the world where such a large number of people live in tents in the open sky. About two million people lived in a temporary tent. This Kumbh attracted the people in different ways, how to set up their business, whether it was the food items of the eaters or the construction of a temporary tent, by making Swiss cottages and paying them with the huge amount of rent. This Kumbh was a temporary arrangement made for provision of power supply or the temporary roads made by the iron checkered plates. About 18 bridges were built in Kumbh. This confluence was to maintain 24 hours water supply on such a large scale. This confluence was for 24 hours for availability of water to every resident shopkeeper and devotees. It was the Kumbh to maintain sustained power supply in 24 hours for 20 lakh units. You will be surprised to hear about the number of lost people in Kumbh, that the number of people who lost on important ‘Shahi Snan’ holy royal-bathing festivals could go up to 1.5 lakhs. This was the confluence of those lost in the Kumbh to the people who met them. It was also seen that in such a large number of lost people, they would also meet each other. There was a confluence here in the Kumbh by CCTV. So persistent imprisonment of such a crowd. Sitting at CCTV, 24 hours in the control room, for 3 consecutive months of monitoring from all the important places. This Kumbh was to receive calls and to take action on them at toll free numbers. Kumbh was there for 24 hours to manage for such a large crowd for tea and breakfast, lunch, and dinner. Here is Confluence of Faith. There was confluence here, by robbing everything from its reverence and power and earning virtue. Here was the confluence of Saint Mahatma, Mahamandaleshwar, Shri Mahantas and Akharas of Kumbh.

    The different aqueduct of Naga Sadhu saints (a martial order of ascetics who move about either naked or sanctity clad with matted hair and ash smeared bodies), to attract devotees from all over the world to the grandeur of ‘Pandal’ (big pavillion). The beauty of all the pandals did not appear to be any less, here is Kumbh for sitting in pandal and eating food, along with the sunrise, sitting in the ‘Pangat’ (a sitting for common lunch/dinner) to feed the pilgrims. Here the Kumbh was made by the Akharas, the camps, the pandals, offering food and prasad both for free to the devotees on both occasions. There was no difference of caste here. No worry about any payment. Come on in the bus line, dine with reverence and respect. In many pandals, ‘Dakshina’(donation) was added along with eating. This money started from $10 to $100, $500 $1000. The message will be broadcasted since the morning from many pandals for Dakshina to be given in this contest, the quota was full of the first line and there was also a lot of waiting for the next shift. We used to laugh often. Laughing and joking about that eat food for free and also take Dakshina ! Now you will ask what is the tooth worn? That is to say, feeding a completely inverted food was your reverence, but in the time of the devotee’s food, the person who eats the price of the collapse of the Diet finds people eating and giving the Dakshina with great reverence and respect. Besides where this strange pattern will be found, of many delicious vegetarian meals, offered to about 20 lakhs people. This confluence was the contest of the competition, who cares for so many devotees with food in their pandals and arena. Here the Sangam was a kind of race that how to raise in the form of donation and to decorate the main gate and entrance door of the pandals. All pandals had strange competition during the night, to keep the pandals illuminated with the color of bright colorful bulbs, whose door is more attractive and flimsy. It was a Kumbh to hoist the flag to the maximum height of the circus, whose pandal’s sign is higher. As far as it was seen, the confluence of Kumbh, which was flowing, was making a sense of the city paradise.

    So far you may have realized that this Kumbh was not just of monk-saints, but this Kumbh is every aspect of life, every area of life, social, economic, political, cultural, religious, educational living and wearing, poverty, science and technology, etc, all of them. It was the Kumbh that was done by policemen and subordinates to do good with the devotees & sadhus, everyday briefings of the police superintendents. Before I describe further, it is absolutely essential to know about the importance of Kumbh on the basis of Hindu mythological stories. In fact, Kumbh means the ‘Kalash’ or the pitcher. Kalash is a symbol of Mangal (bliss, good) in Indian sanatan culture. In every demanding work, the worship of Kalash is done. Generally any demanding work is done only after the establishment of the urn. According to legendary legends-apocalypse, nectar urn also appeared along with other gems in the sea churn. It was the plan of the Gods that in any situation the demons could not get the portion of the ‘Amrita’(the drink of immortality-nectar), as soon as the nectar appeared, Jayant, son of Indra (king of gods), escaped with nectar. There was a fierce battle between the Gods and the demons to achieve the nectar from the Gods. During the cycle, a few drops of nectar spilled on the earth. According to epics the kalash was placed at some places. The places where, pitcher went to while dropping a few drops stored are Prayag (UP), Haridwar (UK), Ujjain (MP) and Nasik (Maharashtra). Since all the four droplets of ‘Amrita’ (nectar) were perpendicular to the Kalash at all the places. After every three years, the Kumbha festival is celebrated at all these places respectively. Thus, after every 12 years, every pilgrimage is in place and after every 6 years Ardh (half) Kumbh is celebrated. Teerthraj Prayagraj is paramount in all other pilgrimages. Yes, then it was the mythological significance of Kumbh.

    Here my duty was attached to the superintendent of police, Allahabad, for the district management system. The Kumbh system of the district Allahabad was divided into three parts. One was Kumbh Mela, in which senior Superintendent of Police, Kumbh Mela was in charge. The second, district police system, in which the senior superintendent of police in the district was from Allahabad, and the third was GRP in- charge Superintendent, G.R.P. was Allahabad. I was made the zonal police officer of Jhunsi area in Allahabad district. In order to run smooth governance, a three-level arrangement was made in each zone. Among the Additional Superintendents of Police, Superintendent of Police, Ganga Par, Superintendent of Police, Yamunanpar, Superintendent of Police, transport, Superintendent of Police, Crime.

    Three police deputy superintendents were appointed under the superintendent of police, in order to maintain the district law system . Besides, on the occasion of Kumbh, the district administration, especially in view of the seriousness of the Kumbh, three extra zones and nine sectors were created. There were three sectors inside a zone. In charge of the Zone, Additional Superintendent of Police level officers and in-charge of the Sector was made to the officer of the rank of Deputy Superintendent of Police. There were two sectors in Jhunsi Zone, one was Jhunsi and the second was Phaphamau Sector. Similarly Allahabad city was divided into two zones. One zone was Civil Lines and second zone was Old Allahabad. Subject to this, there were three sectors whose officers in charge were officers of the Deputy Superintendent level. My duty was to supervise the functions of the zonal officer of my zone. The Zone was the outskirts of Allahabad under Jhunsi, in which one road leads towards Lucknow and the other going to Banaras. Shri Virendra Kumar, who was in charge of a sector here, was the Deputy Superintendent of Police and in the second Sector Phaphamau in-charge Mr. Babulal Arya, was the Deputy Superintendent of Police. In both of these sectors, the maximum parking arrangement of Kumbh Mela was arranged. On the ‘Shahi Snan’(holy royal grand bathe), arrangements for parking of small vehicles such as tractors, buses, jeeps, bullock carts, light vehicles, scooters, motorcycles and auto rickshaws, and roadways buses were arranged in these two sectors. There was a three-tier parking arrangement i.e. there was parking for three types of vehicles for a type of vehicle so that parking of a place would be filled, so the vehicles of the same type could be crossed in number two parking and so on. Two-digit parking was full, parking in the third place was parked and if all the parking was filled, then the border districts of the district Alert was given and vehicles to be parked in the school and college grounds lying there. The border districts also had to arrange for parking in the vacant grounds of the school colleges falling near the boundaries of their district on the highways coming towards Allahabad, i.e. if a type of parking arrangement is filled, then the second parking Arrangements can be made, that too without any interruption. For each type of vehicle there was parking capacity of thousands of vehicles. Many parking lots were such that there were arrangements for parking 20 thousand vehicles. Well, both of my officers and police officers used to work diligently. So they did not take too much time to learn their work - despite being new to know. It was also our responsibility to develop and organize each parking lot that means setting up of signage board, arrangement of electricity, water, lime, toilets, rental list board, installation of PA system, connecting route etc. It sounds as easy as saying and listening. It was actually equally distant and complex as it was in the festivities like Mahakumbh, because it was in Switch to municipal Allahabad, Water Corporation Allahabad and had to work in harmony with the PWD Allahabad Development Authority, which was nothing short of a herculean task. Apart from this, contacting NGOs was to create the signage board. The most difficult task of them was to get the contracts of the parking contract with the contractors to complete the work in due time. Also, to see that the contractor did not make illegal recovery, it was also rude that the new government was formed and the new government The family members of the party; legislators, relatives were contracted. It was like converging into a thorn bush. Well all this work was done by my team and arrangements were made to check the important routes and intersections along with traffic in the free time. The system of checking was also to be done on all the points falling in our zones. For this, separate civil police, traffic police and armed police force were deployed.

    Structure of Kumbh

    This was the police management problem in Kumbh. Well, I have already said that Kumbh is an eternal life philosophy, which can be seen, realized, fulfilled, assimilated, understood itself, its fluctuations in life, and difficulty is also a part of life. So this Kumbh was also a philosophy of life. Now, when once it was established, the second obligation was to maintain discipline and to take work from the force. The force was established at all the important intersections, road crossings and important places built on the border of the district for 24 hours, the duty to assign shifts was given to both the sector officers. However, the responsibility of arranging and checking the route coming from Varanasi was then by Deputy Commissioner of Police, Shri Virendra and the responsibility of checking on the road entering the Lucknow road was taken by the Deputy Superintendent of Police, Mr. Babulal Arya. Both of them also tried to see that they were checking with greater activation and police force would appear there. The main objective was that it was to lay down the large scale deployed policemen on duty and in the mind of every devotee and traveler coming to Kumbh that the Kumbh police has now come in the mood to prepare for Kumbh Mela. It was a preparation to harass anti-social forces by throwing cold water on the tips and plans of terrorists and disruptive forces, or making them realize that there is a continuous check on various levels at Kumbh, if there is a scuffle, it will be difficult to escape from here. Yes, Inspector General of Police, Mr. Rajeev Sabharwal, who is the I.G. of A.T.S. He was also my STF in the past. During the deployment of our senior superintendent of police, STF, he was also the master in this area and in the prevention of terrorist incidents in Uttar Pradesh, Mr. Rajeev Sabharwal ji has contributed an important contribution. After the formation of A.T.S. UP, there has been a considerable decrease in terrorist incidents and any modules of terrorist organizations have been demolished at its earliest stage. In order to overcome the terrorist incidents, Shri Saabbharwal Sahib was in- charge of the A.T.S.

    Kumbh Mela has started. They also camped with their whole team in the entire Kumbh Mela here. They were equipped with their entire surveillance team, with the capabilities of all state-of-the-art technical surveillance.

    His team, who was a skilled player in the capabilities of the surveillance, has kept his eyes on every suspicious call coming from abroad. In the middle of the meeting hall, when the terrorists were referring to the threat of terrorism, we used to say with a big smile that the surveillance has come to the notice that the terrorists have been heard talking among themselves that there is nothing to do in it, it is being strictly checked in many places, if any incident is planned then all will be killed and no mission will be successful. Yes, this was the overwhelming situation for us, the staff checking on the border. This was the tale of checking. Now, listen to the story of this blatant force, whenever any officer approaches the checking site, all the staff will stand up and some hands begin to move, as soon as the officer goes, then he or she will sit near the grapevine, tea, or were indulged in gossip, sometimes of the evil of the officers, sometimes the discussions of dislikes in the Kumbh, sometimes the difficulty of not getting off, and then rustling with one another. Similarly, there were the difficulties of mess, sometimes the pain of no toilet, and the pain of having open bathroom. However, there were hundreds of excuses not to work at all like readymade items, have been prepared before everyone. Whenever you talk about some work, someone in the middle would start talking about their sadness, narrative, how to do work etc. Also, whenever an officer arrives to check in, all the staff will stand with the tired face as if the heat arrived just now, but it was during the duties. After that as soon as the police force was removed from evening duties, they played the volleyball with the jeans and the flickering T-shirt, or they used to sit in a tea shop or sip tea or take cigarettes near the Pan kiosks. Smoke rings can be easily seen, as they have come to celebrate a picnic in Kumbh. This thing is obvious that when this force needed to work, then such a tired face, uniform with folds, unshaved beard and sense of pride will appear as if it is coming from a cemetery or as if they are ready to go there. Overall, do everything else except duty, send them anywhere, there will be smile on their faces, cleverness in body; they will definitely get the sense of enthusiasm in mind. Even once I approached the Phaphamau police station for Lucknow road, then I got a policeman, who probably came to the police station of Lucknow from Krishnanagar for duty, who seemed to be above fifty-five, but had also failed the days of any youth in fighting the officer. In addition to the Civil Police Force, he is a Platoon PAC. Seated in a corner and sitting in the corner, the jawans had their own counters. When I reached forcing myself and asked to do some duty, it felt as if I stoned to canopies. He started hundreds of non-stop questions together - "Why did you send me? What duty I asked for? At this age, there is a duty of Kumbh, no bathrooms, no toilets, no facilities, no leave, no escape, why not send me back? Why did not my promotion as inspector so far, did you put my duty here by asking me? Why is my duty to check in barrier? What feature have you given to me? He had all the questions. I could find all that he was out of control. Well, so far it was okay; afterwards he started the provocation the entire staff against me. As soon as Darogaji (Police inspector) was slightly marginalized from other staffs I explained and tried to make him understand, but Darogaji was so arrogant that when he got a chance he used to behave badly with the officers and repeatedly started threatening that he was in court and he will also drag officers when he sents a report. On the same evening there was an order to send him back to his posting district, Lucknow. Then he tried the same petition to not to go back of this Kumbh. On returning, there will be a great scare in the district. Along with this, there was the attraction of the Kumbh. The joy and atmosphere was such that no worker wanted to leave these beautiful moments for a moment even after all the storms. This grief story was not only ours alone; it was more or less of the gazetted officer or supervisory officer who came to the Kumbh. You might have been thinking that this Kumbh is being appreciated and sung or the police are, but yes, it is realistic that the idea of a huge event like Kumbh is not possible without Police. This is the police, from which every devotee who comes to Kumbh, hopes for help, hopes for anticipation and complains, even though hundreds of departments in Kumbh were engaged in separate tasks but everything was barren without police. If I say that all the departments should be put on one side and police in Kumbh on the other side there will be no exaggeration in saying that both will be equal. How the police came here in Kumbh duty and how the police officers should have taken the job, you can only imagine it, but no police officer should leave the duty and sent back to his place of appointment. It was not approved. When this darogaji was transferred from Allahabad Kumbh Deenati district Lucknow.

    When the order is received, then he started requesting that whatever happens he will not return to Lucknow, there will be big reproach. It was duty with free virtue, no official will ask about it too. If your stay is close to the Kumbh then get in the train and get out to your house. Get additional DA also. Where can one find such good environment, where there is overwhelming joy.Whenever any officer came one would stand before him with tired face and count a few problems and just finished the duty.

    I have talked a lot about police department which has done so many things, now; I want to mention our about tent. The deputy superintendent of police Shri Virendra, who had recently received training from Police Academy Moradabad, had come from his first posting district, SantKabir Nagar, to Kumbh Duty, who was originally from Allahabad town, lived only at Jhunsi town.

    I got the benefit of being of his locality. He was a young officer with slim and smart body, has a glimmer of lightness. Yes, all the symptoms of being local were present in him.
