The author of this book strongly believes that the absence of free press and checks and balance of power had contributed, to the greatest extent, this national and internationally worrisome political situation in that country. This book, Talking Truth to Power in Undemocratic and Tribal Context, Articles of Impeachment, is a collection of a series of short articles written contemporaneously on the current political developments within the frameworks of the efforts being made by now fledgling transitional administrations of the Federal Government of Somalia and its Federal Member States. These are articles of critical analysis and essays on the latest political developments in Somalia. The articles are objective and unbiased take on major political issues of Somalia at moment.
Some of these essays had been recently published exclusively in the author’s personal blog at http://ismailwarsame.blog, attracting considerable readers’ interest, who are now also requesting for the compilation of these essays into a book. The author is responding to their persistent requests. These requests are also an indication that this book would sell well in a competitive book market.
The book could be a good source material for students and teachers learning English as a 2nd language in their composition papers and reporting skills. The book could also enlighten foreign diplomats and politicians on current political issues in Somalia, and efforts being made by Somalis to re-instate and re-construct their failed state.

Ismail H Warsame is the former Chief of Staff at Puntland State Presidency (1998-2004), Somalia. He is one of the Founders of the Provincial State. He worked with the United Nations and World Bank on Somalia's Re-construction and Development Programme (RDP), 2005-2006. He also acted as Somalia's Aid Coordinator Officer with the European Union (2006-2008)

FOREWORD
I have known the Author, Ismail Haji Warsame, for many years both in his public and private life. I knew him as honest and hard working professional. I have been following and reading his articles in various international and local media outlets. I had read some of the articles compiled in this book as they appeared in the media for the first time.
Mr. Warsame, has been always an active member of the society. Among his achievements include:
In his capacity as a Volunteer Community Development Officer in 1996-1998 working with local grass-roots and civil society, he played a critical role in the foundation of a New Provincial State (Puntland State of Somalia) comprising of five Regional Administrations in Northeastern and Northern Somalia, .his management and organizational skills were recognized, and as a result, he became the First Chief of Staff in the office of the Provincial President until 2004.
In his capacity as the Director-General with the Office of the National Technical Assistance Coordinator (NATTCO) working with the Transitional Federal Government of Somalia, he was honored to lead a Government Team in 2006-2007 that successfully negotiated for the release of three Somali inmates from the jails of Thailand in Bangkok after securing a Royal Pardon for them. This diplomatic success paved the way to his appointment as the Head of NATTCO Designate in 2007-2008 as the future Somalia's National Authoring Officer with the European Union.
In 2007 he co-authored the internationally acclaimed document: The Roadmap to National Reconciliation and Good Governance as benchmark for success in the spirit of peace-making and national reconciliation in war-torn Somalia, The resulting National Reconciliation and Governance Congress held inside Somalia for first time in a long time was financed by the Kingdom of Saudi Arabia, European Union and United Nations.
The articles gathered in this book are as objective as they are critical and unbiased analysis on the latest political developments in Somalia. This is a unique book to appear in the bookshelf as recorded comtemporary Somali history. I would recommend this book to anyone interested in Somalia's affairs and her relationships with the countries in the sub-region, both within the Horn of Africa and Gulf States.

INTRODUCTION
This book, Talking Truth to Power in Undemocratic and Tribal Context, Articles of Impeachment, is a collection of a series of short articles posted contemporaneously in the author's blog at https://ismailwarsame.blog. These are articles of critical analysis and essays on the latest political developments in Somalia. The articles are objective and unbiased take on major political issues of Somalia. They are mostly written in English. A number of my readers of Ismail Warsame Blog, however, asked me as to why I wrote them in English, a 2nd foreign language I had picked up in life, together with Russian and Arabic along with a working tongue of Italian. The issue is made more complicated by the claim of Somali language specialists and anthropologists, both foreign and native like Late Prof. I.M. Lewis (RIP), pictured here with me and Late President of Transitional Federal Government, TFG (2nd from left) together with the Director of UK Africa Education Trust, and, Prof and Somali linguist, B. W. Andrzejewski (RIP).,among others. Forgive me for naming just a few of the well known scholars of Somali literature and history, that the Somali language is so poetic, romantic and richer tongue that only few languages of the world could compete it in literature prowess. This sticking question from my readers further increases the intensity of my guilty feeling for not utilizing my own native tongue to express myself better. Frankly, I sometimes find myself numb in answering this question, for there is no easy answer to satisfy the questioners as to what is my reasoning behind writing in a foreign language. In fact, the reasons are many and may be still implausible to many of my unconvinced audiences. Among my justifications, however, include: (1) a writer needs wider audiences and circulation to reach out. (2) Hundreds of thousands of people of Somali origin are born overseas, live and work abroad. They don't use Somali as a working medium. (3) Many existing Somali internet websites don't use standard, thoughtful texts in Somali, and that turned many readers off, not reading these articles beyond a few lines in the first paragraph. Just the opposite, Somali texts nowadays frighten readers, including myself. Huge and careless Facebook entries, violating all rules of Somali grammar play a leading role in the destructive campaign against the language. (4) That low standard of unschooled writing, indicating the extent of deterioration happening to the Somali language over the years in a stateless environment makes it difficult to understand today's authors of Somali articles. (5) that is why most Somalis, who don't utilize any foreign language, prefer listening to audio/video clips. They also like more to read about events and news rather than browsing for thought-provoking and critical articles. (6) I have been testing my readers by occasionally writing articles in Somali some of which include in this book, and the results were very disappointing. (7) My Somali readers are also not taking into account that ismailwarsame.blog has been attracting many foreign readers as well, and I suspect that Somali readers don't want them to be cut off. In conclusion, perhaps some of you may understand me for choosing English as my language of communication out of necessity.
Titles of the articles are reflected in the contents of the book in a freelance manner, and aren't arranged in chronological order of events for easy reference to any article of choice on the author's take on any particular issue or topic. However, the content pages became extensive due to the fact that they are titles of articles appearing independently in every chapter of the book.
This book of about four hundred pages is a timely record of political events in Somalia as they were happening or being debated on. The book could be a good source material for students and teachers learning English as a 2nd language in their composition papers and reporting skills. The book could also enlighten foreign diplomats and politicians on current political issues in Somalia, and efforts being made by Somalis to re-instate and re-construct their failed state. The articles in the book are thought provoking as they are fearless to talk truth to power in undemocratic and fragile regimes driven by clan-identification rather than issues-related classification, where an author of such articles faces daily threats and life dangers. The essays have been enjoying wide readership and circulation in the author's blog. Many readers, however, advised me to compile them into hard copy.
