    Logas Thario knocked on the Director of Research’s door and went in.

    Ah, Logas. The Director smilingly waved him to one of the hoverchairs in front of his desk. Good to see you, old man. Your research grant’s come through.

    What? So soon? Logas was shocked. He’d applied to the Foundation’s board only three months ago. It was the fourth time he was applying for a grant so he knew for a fact that it took a minimum of six months to get a response. This was lightning fast.

    Well. The Director frowned, steepling his fingers. As you know, the Trill Corporation has applied for exploration rights but I’ve heard a rumor that the Federation has reason to believe Jaka has rich weran reserves. So there are significant economic interests to be realized on the planet but, of course, nothing can be done until the sentience level of its inhabitants can be assessed on the ground.

    Logas nodded. Data from the probes they’d sent in previously had proved inconclusive. In some, the strange creatures of Jaka, twice the size of a normal man and covered in fur, appeared to have a language which they used to communicate with each other. But were they able to understand abstract concepts? They lived in groups but were these family-based and matriarchal as some of the Federation’s anthropologists thought or a
