N. G. Belopolsky was born in 1938 in Ukraine. He holds a bachelor degree in accounting from Donetsk State University of Trade and a master’s degree in economics from the Moscow Institute of National Economy (Plehanova). He is currently the deputy chairman of the Academy of Science of the Ukraine and also acts as a consultant to other universities in the country. This book was conceptualized in 2007 as an informative guide to how man’s existence on Earth and his ever-increasing problems can be solved. Although written for an academic audience, much of the books’ contents will appeal to the public at large and, especially, to those that are concerned with mankind’s foreboding years ahead. The science of Environics is one of the few avenues left for mankind to use in his attempt to avert the catastrophes that he undoubtedly will have to face.

Why the monograph was written

Now, mankind is in a very great danger, it has come to the point when its further existence is impossible without a fundamental science of the social systems’ development and improvement (production and economic systems, states and the whole world). It caused the necessity to write the monograph, the main purpose of which is to show how to arrange the social systems now and in future. Besides, now there is no unique integrated and fundamental science in the modern science that could study social systems comprehensively and to the full extent. The time has come when all technical, natural and social sciences should concentrate their efforts and to find their place, their niche in studying and arranging social systems.

Dear readers,

If your relatives and near relations, your settlement, town, country and the world are dear to you, please, read this book and think it over. The problems involved herein are known to everybody. However, I would like all people, states and parties leaders, public and religious organizations to pay their attention once again to the fact that our Planet and Civilization are in Danger. The threat becomes more real with every day, and it deepens every next year, doing the problem solving more and more difficult.

Who must solve this fateful problem?

If you, my dear reader, stand aside of this problem thinking that you are a rather little man and nothing depends on you, it will be a crime. It is you, me, all people on whom the future of our planet depends.

We are very glad that mankind has achieved such a great success in the intellectual and scientific-technical development as never before. At the same time, our heart is filling both with joy and horror because all progressive achievements may turn into downfall of all living beings on the Earth.

Science and economics of all the world’s countries are not ready to solve such a fateful problem. To solve it fundamentally, serious scientific developments and great financial expenditures are needed. Unfortunately, the great funds are budgeted for armament, military and political conflicts, useless entertainment programmes of any kind, etc., nothing is made to solve the acute problem facing the world.

So, I think it’s my duty to ask the world brainpower to use its organizational, scientific, technical, financial, political, ideological, cultural and other potentialities to save the global civilization. The science environics creates foundations of a new paradigm of social development, the essence of which is in a reasonable organization of social systems where unrestrained consumption cannot be considered as the main moving force of progress any more.

The economies of the world countries should be based not only on the stable growth, but on the stable cutting down of expenditures as well. Mankind should organize its production and economic activity using a balance formula, i.e. it should return so much as it takes from nature. Otherwise, we shall destroy nature. Man—the destructor should turn into man—the creator.

The solution of the considered problem is not a regional, but a national and even international, world-wide task. It concerns not only highly-developed and developing countries, but every sensible leader and person as well. Any natural destruction or pollution makes harm not only to enterprises, populated areas, but to all of us too.

To provide perspective development, mankind should unite, i.e. every country including its organizational, technical, economic, natural and other resources should integrate into the World Union. The World Union must work out a common ideology of mankind’s reasonable development and transfer the world from the postproduction era to the intellectual development era. It should be noted that globalization is the first step to the World Union.

By the way, the historical experience of the civilization development also points to unification. The nations survived, became stronger, only when they united. It is possible to solve the fateful problems only together.

APPEAL

To the states and parties leaders, world scientists, all

people who worry about the future

of mankind’s fortune.

Modern mankind is in very serious danger!

These words are pronounced by many world scientists. They are not only the words; it is an anxiety about the future generation of the Earth.

The danger of further vital activity of mankind is connected with such bitter phenomena as political opposition, economic crises, military conflicts, environmental destruction, social and other cataclysms.

People all over the world should show their wisdom as to the future development of the Earth. In this case not only the leaders of all states, parties, world scientists bear the responsibility to the future generation, but every inhabitant of the Earth should make his contribution to future development of the civilization.

At present, the scientists of the world are facing the acute and very important problem—to work up a scientific concept of the future civilization development and improvement without any cataclysms or at least to minimize them. In our opinion, it should be not only the concept, but a separate unique fundamental science of the development and improvement of society and the world on the whole.

It should be noted that the world civilization has been developing and continues developing using the try-and-error method through its history. This method makes great political, economic, ecological, social and other damages both to each state and the whole world.

The period of reasonable development and improvement of all social processes connected with nature should come.

What does reasonable mankind’s development mean? It is the development when the processes occurring in each country and in the world should cause minimal moral and material damages. It concerns economic, political, social, ecological and other types of activity. Mankind is also developing now, but it incurs great charges. Sometimes the total charges exceed the utility of finished products. If one takes into consideration that hundreds of milliards of money in the world are spent for armament, satisfaction of selected people’s needs in each state, erroneous and ambitious management decisions, etc., the development can be characterized as rather negative. If it goes on, in opinion of many scientists, the world will degrade and come to the catastrophe in the next tens of years. Now, the world scientists and states leaders are facing the problem how to find that rational way of development, following which mankind would really develop and Earth and nature would preserve in their original state. The sciences in many countries offer a great deal of recommendations, projects and ways of development. But all of them are not systematic, unreasoned and lack deep knowledge of objective laws of society and world development. A unique fundamental science of development and improvement of society and the whole world that would be able to solve serious problems facing mankind should be created.

Such science should be created as a result of the combined creative work of institutes, scientists, states and parties leaders and even by simple but thinking people. Environics is only a proposition for thinking, reason for debates, discussions and disputes. Its author has a strong belief that modern mankind urgently needs the science of society and world development and improvement. Time will tell whether it will be environics or any other proposed science. If environics makes the brainpower think over the problem of creating a unique universal science of the human beings development and improvement, then the author’s aim will be achieved.

I address to all people who are able to think reasonably, especially to the states and party’s leaders, world scientists and call them to work up a rational scientific conception of the social systems’ development and improvement and do our best to avoid wars, political, economic, social, national and other cataclysms, conflicts and crises in the world!

Mankind is really now on the threshold of a new world, new stage of the development, and new evolutional spire. It is especially traceable in the rates of technical progress.

It is obvious that the new century will be a century of new consciousness; thinking will make the jump unknown before. From what, and to what? Probably, it will be the synthesis of all that people achieved in the previous centuries. It’s possible that religion will be more warm-hearted and science more humane. It’s possible that we’ll see a subtle world with our own eyes. It’s possible that . . . But if it was only guessing yesterday, today it is the reality that makes a man change his political, production and economic, social and economic, ideological, cultural and other types of activities. It is known by experience that the change of policy is not always successful and if society could not find the right ways to do it, its development not only slows down, but is thrown back by several tens of years as well.

The main reason of the unsuccessful reforms carried out both in Ukraine and other countries is lack of deep scientific works of social systems’ development. In the majority of cases the try-and-error method prevails in the reformation. This method was acceptable tens years ago, but it is not suitable for the future because it may lead mankind to its downfall.

Many social scientists, economists have been thinking for a long ago over the problem of perspective development of the world and what way mankind should choose to develop further. There are also scientific works, propositions; they hold scientific conferences. The International conference of government executives of 130 states held in Rio de Janeiro in 1992 made the serious definition of mankind’s motive powers. The Conference recognized that the Western model of development had exhausted itself, that profit hunting leads to such an aggravation of contradictions that creates a real threat to the existence of life itself on the Earth. The unrestrained consumption cannot be considered as the main motive power of progress any more. We need a new paradigm of mankind’s development.

Unfortunately, the Conference suggested neither serious theoretical nor practical proposals on the further world organization. In our opinion, the significance of the Conference is that it established the course to a stable development of the world countries’ economies, load reduction and environment protection. It would be very important if the Conference could suggest not only the way of stable development but also a stable cutting down of expenditures on production, exchange, distribution and consumption of finished products. This should become the basis for the perspective development of the world countries.

It is worth to note that now mankind is living in the era of development crisis. They observe the unbalance not only in the development of nature, but of society as well. The future development of the world is facing global problems. Mankind has to choose between death and survival. The historical choice has never been so clear and simple. The present generation must find the way out not in the tragic epilogue, but in the rational arrangement of the world states, usage of the scientific potential and scientific and technical progress for future development of all living beings on the Earth.

Being aware that the planet and civilization are in danger, all people on the Earth should unite to withstand the coming planetary, natural, technogenous and other cataclysms. The goal of the present and future generations, as it is seen today, is not only to promote the nations’ unification and globalized world formation, but also to work out the scientific theory on the basis, of which a new civilization of the planetary world organization will be built.

The present world is suffering great military, political, social and economic, energy, international, ecological and other conflicts. It resembles stretched strings. And if one string is overstretched, the catastrophe will be unavoidable. The conclusion of it is the following: further development of the world requires much caution, wisdom and ability. The states should be governed by wise and rational leaders.

The reason of the modern technogenous civilization crisis is rather spiritual than material. Its reason is poor usage of humanitarian and economic sciences for the civilization development, depreciation of science’s role in the countries’ development, domination of the definite population stratum, which prefers material security to spiritual demands.

The driving force, impetus to the perspective development of the world countries should not be usual promises of policy-makers, new religion, mythology, but that branch of science that signifies the beginning of progress in formation of a new scientific conscience and scientific thinking.

Today as never before mankind needs new ideas of future development of social systems. The environics science offered by N. Belopolsky is one of the attempts to give theoretical grounds for the present mankind’s development in perspective taking into account the objective laws of the social systems’ development.

One can agree with the author of environics that the try-and-error method prevails in the social systems management. Unfortunately, the scientific method of management of policy, social and economic, production and economic activity, ecology, art, culture, education, etc. has not become the reality. The scientific method is the method based on deep knowledge of the objective laws according to which the social systems develop. Having learnt them and taking into account their actions and influence; it’s possible to avoid many errors and crisis phenomena in the perspective development of the states. Complexity and variety of all phenomena in modern life, vast possibilities and dangers connected with the technical progress and with some political, social and economic, ecological and other negative phenomena require just a scientific approach and attraction of the brainpower to the acute problems solution.

During the centuries mankind has been organizing its social systems and tried to improve them. Different forms of government (totalitarian, administrative, democratic ones, etc.) were substantiated theoretically and introduced practically in different countries. As a rule, all of them had both positive and negative aspects of development. Unfortunately, mankind has not developed the perfect form of states government till now. There is no theory in the world that could be the guide to practical activity and that could be recommended to the world countries for the social systems organization.

The social and economic sciences, the scientific public should analyze deeply the previous experience of mankind’s life activity and, having learnt the objective laws of development, offer new standards for arranging the social systems taking into consideration the existing tension in our globalizing century.

Now, mankind needs urgently new ideas of the world perspective development. Only science, world scientific brainpower can generate these ideas. Taking into consideration that there is no alternative to science in the coming saving of mankind, they should consider all new ideas and work up jointly both the theory and practice of the new civilization arrangement.

Do we need the environics science? Is it possible to state that environics will save the world? Why not? But it can happen only in the case when environics will unite and concentrate the potentialities of all sciences and direct them to saving, development and improvement of mankind. However, these should be the works and efforts not of one scientist, but the intellectual skills and abilities of the scientists all over the world directed to the single goal—working up of the strategy of mankind’s survival on the basis of the unique general theory of development. Thus, nowadays the world community needs a theoretical breakthrough. New times require a new science. Mankind has no alternative—to survive or to die. There is only one way of survival—the way of scientific, rational and sensible solutions. This way runs along only one side, i.e. maximum attention to material problems in the conditions of the universal peace. On another side there is destruction of the civilization, general degradation and death.

Environics is a science of strategic direction. To make the strategy means basically the power over the future events flow. In any case, to pretend to it. The problem of the strategy creation is certainly beyond one science limits, but if environics has the principles, which allow it to comprise a number of many sciences, it can solve strategic problems. Mankind has crossed not only the border of millenniums but it has reached the border of a global crisis. That’s why mankind should define immediately the strategy of its development. Moreover, it should put into practice rational principles of strategic development.

Using the expression to control the future events flow one should keep in mind, first of all, the ability of each society to bring up its members, influence on formation of their spiritual mind in such a way that they could think not by categories of their cave and even tribe, but could feel themselves as the part of the whole world, the fortune of which more or less depends on everybody.

When forming the strategy and arranging the social systems, man should use his main potential—the Mind. Unfortunately, man did not always use this attribute of the Ens Supremum, i.e. reasonably in his activities. But now the fate of the world is being decided, and the Mind—the greatest creation of nature—should triumph on Earth. It is just the collective Mind that can become the most powerful force in the world. It is just the Mind that will save mankind So, it is necessary to do everything for the collective Mind to govern the world society.

The idea of rational development of mankind is the basis for the progress on the globe. Not only the states and parties leaders, public and religious organizations should live and work with this idea, but every sensible person on the Earth as well. The philosophy of a reasonable development of the world should be worked out. The main thing in this movement is integration of intellect, thinking and estimates made by every inhabitant of the Earth, how he should behave at the reasonable arrangement of the world order.

The main idea of environics is the idea of development. Not a simple development, but a reasonable development and improvement of social systems and nature. One should know that there is nothing in the environment that would secure continuous restoration of resources or eternal existence of a village, city, enterprise, country, civilization; to survive in such conditions, one should possess wisdom, rational approach and orientation towards an adequate vector of development and improvement of social systems. Recognizing the world order formed on the Earth, every person living on it should not be indifferent to his future and future of all generations.

When moving to the rational method of development, it is necessary to work out a perspective paradigm and methods of social systems management. It should be a new stage of our civilization evolution. A new ideology, new culture, style of thinking is also needed, thus, a new science and a comprehensive management education.

Unfortunately, not all people support the perspective development of the world civilization in the world society. They can be divided into three groups. Some people to gain profit are ready to destroy not only nature and all living beings on the Earth, but people as well. Other people put up inactively and indifferently with the coming catastrophe. And, only the third group, which includes the scientists and humanitarian section of population, is trying to save the dying civilization without success.

The monograph of N. Belopolskiy involves the most burning problems of civilization. It gives a brief analysis of development of the globalizing world and offers the science that will promote the modern mankind to find the way out of the crisis.

One can say that a set of social sciences was enriched with a new science. It is possible to say that the discovery has been made in the social sciences because environics is based on the objective laws of society development and for the first time a thorough and comprehensive examination of social systems can be made.

I do not want to judge the book from the point of view of different humanitarian sciences—let the professionals do it. But taking into account that it is read with the increasing interest makes one think, ask new questions and even dispute with the author—and this is an indisputable merit of the book.

The book is an appeal to mankind, states and different parties’ leaders to rethink their activities and find a rational way of their social systems’ development without any crises and cataclysms.

There is no alternative for science when it goes about the saving of mankind

The science environics appeared on the basis of the practical centuries-old historical experience of mankind’s development and improvement. Despite natural and social cataclysms, wars, economic crises, mass deceases, etc., the world has been developing and improving during millions of years. That’s why it’s possible to say that environics is the result of practical experience; it has come out of it. The objective material world and mankind are developing and improving continuously, its new scientific and practical methods are formed in succession, step by step. It would be useless to speak about a general science of development and improvement, as environics is, if the reality itself did not give it a life-giving force, if there was no practical necessity of this science formation.

The process of development and improvement of living beings has begun since the very moment of their appearance. This process went through practice and experience; the living organisms selected everything that promoted their vital activity and existence using the try-and-error method. There was evolution of the living organisms, and the brain of such unique creature as a man permitted him to look farther ahead practice. Due to practice and having got deep knowledge of the material world, man could create a number of sciences which help him to develop, deepen practice and bring it to perfection. Now, when the world is becoming more complicated, man sets serious tasks of development and improvement of mankind on a global scale. Old methods, views and ways of thinking are no longer of use. A new stage in mankind’s development is coming, and the try-and-error methods are not acceptable any more. They need a fundamental science that will help to minimize the negative consequences, which slow down the development and improvement of the objective material world.

The world scientists, leaders of the states and all sensible persons understand that mankind needs now a principally new point of view, new way of thinking that will provide integration and harmonious development of nature, every state and the whole world. That is why the science of development and improvement of the human society and objective material world should include all these principles. The science environics is intended just for this purpose. It is natural that it is impossible to describe comprehensively how the social systems should develop and improve themselves in one work. The scientists all over the world, leaders of states and parties should join for all-round discussions and by joint efforts take the science of development and improvement of social systems and of the world as a basis. Then, all positive aspects which have been tested in practice, in life should be analyzed and used to develop and improve a new science. That is, all civilized reasonable world should take part in this creative work.

One should note that there are all preconditions for establishing the science of development and improvement of society and the world. The way to it was long and rather hard. This science should be universal and the most humane promoting a harmonious development of a man, society, world and nature.

Environics should systemize the world experience in the development and improvement of production, economic systems, society and all mankind on the whole. Every living being and, of course, man has a certain experience of his development and improvement. It is gained from the very birth of an individual. Then, the practical experience is accumulated through perception and cognition of the world by all available organs given to the living beings by nature. Moreover, man as the highest reasonable being has also armed himself with science. The acquired experience as a rule is systemized consciously and sometimes unconsciously and is taken as a guide to the development and improvement in different cases. That is, every living being and, of course, every man has his own little environics.

Environics of production systems deals with the main ways of their development and improvement at the level of enterprises, firms, farm enterprises, building, and transport organizations and so on. These systems being the main economic cells of any society are also developing and improving on the basis of practical experience and application of scientific methods. As a rule, the states can be strong and prosperous if the enterprises in production and non-production spheres are profitable and make benefits for society.

Environics of economic systems studies and forms the main ways of development and improvement of branches of industry, construction, transport, trade, non-production spheres, etc. Exchange of experience between the states, scientific definition of branches priority on the basis of the natural and social and economic conditions are of great importance for the development of every state.
