Chapter I
Lt. Duffy and Family Move to Florida
Lt. Duffy was in charge of homicide investigations in Victory Texas. He was an outstanding police officer and was awarded many accommodations. When he applied for the job in Orlando FL they welcomed him. The job came with an advancement to captain.
It was a very warm day when my family and I arrived at the Orlando International Airport. My wife Charlotte and two teenage sons Billy ages 13 and Bobby16 and I were met at the airport by a limo, to take us to our new home. Then we went to a hotel until our household goods arrived the next day. We arranged everything in the house, put beds together and furniture in place. It was like a mini—mansion, with swimming pool, tennis court basketball hoops and beautiful flower gardens. I was to meet with the police commissioner after getting my family settled.
I set up an appointment to meet with the police commissioner to find out exactly what the job entailed. And why they hired someone from outside of the state instead of with in their own force.
"Hi I’m Fred Waters, spokesman for the police commissioner and we would like to welcome you to our community. Are you and your family all settled in?
Yes thank you, it is a beautiful place,
said Duffy.
We would like you to set up a special task force on drug investigations. We have been having a lot of problems and need to put a stop to the flow of drugs through our community. Our law enforcement just isn’t getting the job done. We have the authorization from the President of the United States to take men from all branches of the law enforcement community to set up this task force. FBI, US Marshals, Sheriff’s Office, DEA, Private Investigators, US Navy Seal Team and if needed Home Land Security. You can choose the personnel you want. I’ll show you to the squad room and introduce you around. Then show you to your office. All personal records are in the office waiting for you. Do you have any questions?
Waters asked.
Yes just one. Why did you go out of state to pick someone for this job?
Duffy asked.
We’ve had this problem for a long time and have no arrests, no clues, no nothing. We may have an inside problem. We have complaints from our police about the overload of work, the murders, fires, robberies, weather and no time to investigate the drug problem. Waters said
We try but never seem to have the time. Arresting suspects for other crimes and court appearances, there is no time left. We need fresh eyes and new ideas. We need to find out how the drugs are coming into the community and being redistributed. Waters said.
We were impressed with your record and the arrested you made in Texas. And we hope you can stop the flow of drugs in our community.
As soon as I can get the men who volunteered for this assignment checked out. And choose the ones I want we will get the assignments out and get started checking out the community.
Chief Duffy said. "We sure have a lot of volunteers; there are hundreds of records to go through.
Chapter II
Captain Duffy Sets up Special Task Force
The next day Captain Duffy, (Chief) started going thru all the records of the men who volunteered to choose his team.
He picked three men from each law enforcement agency to start with.
Hey Sergeant! I also wrote a letter to PI Jack and requested his help.
Duffy said. We have worked a few cases together in Texas. And he is a very good P.I. It will take a while to get a letter to Jack because he bought an island between Florida and Bermuda. He is building a house there. It has no electricity, or sewer system. There is only a fresh water pond in the middle of the island. There’s not even a shack or shelter of any kind. He’s living in a military command tent and he brings lumber over to the island a little at a time,
Chief Duffy said.
I was in the processes of building my house, when Willie Trent, one of my top investigators from the NY office, came over to help me out. He was transferred and now assigned to be in charge of the Miami office. He would come over on the weekends and help me build the house. He would also pick up my mail and bring it over for me. During the week if I went to the main land I would pick it up myself. There is also an old
