    In the fall of 1978, I was an outreach worker for Monticello Community Action Agency, based in Charlottesville, Va., assessing low-income seniors in nearby Nelson County for heating fuel, home repairs, companionship, food. A friend who worked for American News Service, a two-man shop a few hours north in Shepherdstown, W.Va.,
