INTRODUCTION
In the beginning, it was a dream—a dream to harness the mighty river for much needed power, and to control the terrible flooding of the lower Colorado. Seven states would have to agree on goals as well as the distribution of water, the gold
of the west. Beautiful western vistas, open spaces, and opportunities beckoned with the promise of new land and new beginnings. All of this amidst the time when the United States was beginning to experience the worst depression in history.
The Boulder Canyon Project Act, as authorized by Congress in 1928, was intended for the construction of Hoover Dam. This was the most significant American public works project of the twentieth century. The first and largest of our nation’s monumental multipurpose reclamation efforts was to tame the awesome Colorado River, a Spanish word meaning red river.
