    INTRODUCTION

    A seemingly common problem in any western society such as ours is the disconnect between us, the average citizen, and those we choose to elect and send to represent us as our legislators. An unfortunate result of this is that we don't understand or even know the very laws that they choose to implement. Do they truly understand these laws themselves? Do they truly know what is best for me? How much influence do lobbyists and special interest groups have on our laws? These are common questions and of course the answer is not an easy one and is something that must be examined on a case-by-case basis. In my day-to-day world as a Police Detective the laws created and implemented by the legislators influence both my work and my day to day interaction with other people.

    Part of my primary duties involve the management of the Sex Offender Registry. To begin this look into the Sex Offender Registry we must first look into its purpose and its practice. The purpose is pretty straight forward, it is based on the understanding that those who have been found in court to be guilty of sex offenses are deemed more likely to repeat their sex offending behavior and as such a list of these offenders has been created to better protect the public and to prevent future victimization of innocent people. However in fact the primary usage of this list is for law enforcement to quickly identify, locate and arrest the offender when they re-offend or begin displaying high risk behaviors.
