Garrett was a member of the Bessemer Police Department for about a decade before running for the office of Public Safety Commissioner, a position which he held until defeated by Max Williams who was a victim of the bomb blast also. This circumstance contributed to Garrett's being placed on the list of suspects who may have caused the bombing.view less
