She moved on to teach f...view morePhyllis Chi was born and raised in Cyrus, Minnesota. The population was about 350 people. She attended Augsburg College and began her teaching career in Clarissa, Minnesota. She moved on to teach for the Department of Defense in Korea where she met and married her husband of 35 years, Joon Chi. After teaching she began a long career with the US Government. Before she retired, she was part of the newly formed Department of Homeland Security. She has two children and one grandchild, and lives in Shakopee, Minnesota with her husband.view less
