    An account of the personalities that carrier supreme responsibility during the reign of terror. Because many of the twelve spent time directing local policy, the book transcends the infighting of elite politics. Unfortunately, despite the bureaucratic nature of the regime, the documentation is not as precise as you would like to see.
    Nonetheless I believe you have to read this book or something like it to understand anything of the French revolution.
