LOS ANGELES — Ballots poured in throughout California on Tuesday in a primary election destined to reshape the nation and state, deciding the finalists for the rarest of prizes in the Golden State — a U.S. Senate vacancy — and helping set up an expected rematch between a politically vulnerable President Biden and his indicted and twice-impeached predecessor, Donald Trump.
The sole statewide ballot measure, Proposition 1, handed California voters limited power to help alleviate the human tragedies of homelessness, drug addiction and untreated mental illness, but with a price tag that may be too high for some in these uncertain economic times.
Tuesday's primary also may set the stage for changes in November to California's 52-member House delegation, the largest in the union, where even a few losses by endangered Republicans could aid efforts by Democrats to take control of Congress.
