How can I back up my docs in iCloud Drive, including those whose downloads have been removed?

When you enable Optimize Mac Storage (from System Settings), iCloud Drive allows the files you store in it to have their local data removed, either automatically because they haven’t been used recently, or because you choose to remove the download and evict them.

Before they can be backed up, those files must be downloaded to your Mac’s
