Andrew Ragavaloo, a former ANC mayor of Richmond and a retired principal at Richmond Combined School, died last week. He was 72.
Ragavaloo was born in Dundee and took office for his first term as mayor in 1996. During the time, there was conflict between the ANC and the United Democratic Movement. Scores of people were killed.
