Texas Gov. Greg Abbott said he refuses to remove the stretch of floating buoys on the Rio Grande, which sits between his state and Mexico, despite threats of federal intervention.
Last week, the U.S. Department of Justice warned Abbott that he had until Monday afternoon to agree toand presented "humanitarian concerns," reported.
