How are they not on the 1939 Register?

QI have been tracing my grandparents on my paternal side and it is at the time of the 1939 Register when they disappear. I know they did travel around Britain quite a bit (Warrington in the 1920s, Jarrow up until Palmers Forge closed, then Skewen, Swansea in 1936/37), but even putting in all their information I cannot trace any of the family. If that was the case and a person had to be on the 1939 Register to get ration coupons, how did they survive?

The information I have been inputting includes:

• My aunt, Margaret Elizabeth James, born 24 May 1919, Swansea.

• My father, William Idris James, born 9 March 1925, Warrington.

• My grandfather, William Ifor James, born 1889, Morriston, Swansea. occupation metallurgical chemist.

• My grandmother, Catherine Winifred James, maiden name Powell, born 1885 Tredegar(?), retired nurse. I have tried inputting the information by name and dates and also by address, but with no success. I have even tried electoral registers in Cardiff and Jarrow, again unsuccessfully.

I have a scan of a photo of the family and I am reliably told that it says on the reverse ‘Ty Wern Road Cardiff 1938’. Also when I cleared my mother’s house I came across a souvenir brochure of the the Jarrow Metal Industries Ltd official opening on 27 May 1938, which to my surprise contained a photograph of my grandfather in the Metallurgy Laboratory which he ran.

I have just acquired the photo (shown below) from my late aunt’s house. On the back it says “grandpa & grandma Lidderdale”. My problem is I don’t know who wrote the comment and therefore whose grandparents they are. Initially they were thought to be
