Not satisfactory old bean

o regulations only require that seed packets are stamped with the year of packing rather than when they’re harvested? As an amateur gardener with 60 years of experience growing runner beans, am I alone in seeing a marked deterioration in the quality of seed? Last year I had zero germination from ‘Tenderstar’ (right) the seeds of which arrived looking brown and dried up.
