MAKES 1 (9-INCH) PIE

1½ cups round buttery cracker crumbs (about 45 crackers)
7 tablespoons sugar, divided
6 tablespoons unsalted butter, melted
2 tablespoons boiling water
1 (0.25-ounce) packet unflavored gelatin
4 ounces cream cheese, softened
1 cup sweetened condensed milk
1 teaspoon lemon zest
1 teaspoon lime zest
¼ cup fresh lemon juice
¼ cup fresh lime juice
¼ teaspoon kosher salt
1½ cups cold heavy whipping cream, divided
½ teaspoon vanilla extract, divided
Garnish: lemon slices and zest, lime slices and zest
