MOST Australian state firearms legislation has a clause fairly clearly stating that anyone who wants a firearms licence must be a “fit and proper person” (or words to that effect). On the face of it, this seems pretty straightforward — basically that serious criminals and dangerous people shouldn’t be allowed gun licenses, right?
If only it were that simple.
